South East Rural Community Councils Increasing the Regional Voice of Rural Communities • Rural Mainstreaming Report • How are rural issues being addressed by LSPs – especially • within delivery of LAAs. • Questionnaire to LSPs & RCCs – all Co & Unitary LSPs asked for • evidence • Immediate response from RCCS. LSPs took two letters from the • Forum/Board & GOSE • Nothing from LSPs in Bucks, I o Wight Medway or 5 of the 6 • Berks Unitaries.
South East Rural Community Councils Increasing the Regional Voice of Rural Communities • Rural Mainstreaming Report • Findings • Mainstreaming extremely limited in its extent & scope & not a priority for those responsible for LSP or LAA. • Often passed to a Rural Champion - NFU, RCC, CLA who have neither the resources, power, or mandate to make it happen. • Primary focus of LSPs is to see LAA targets met. • Less consideration given to the process of meeting them or any geographical analysis to show how rural needs are being met in relation to urban needs. • Lack of awareness or understanding of rural needs or issues among those responsible for delivering the LAA which actively prevents them considering their rural constituents. • Lack of data & evidence re rural needs underpins inertia in addressing them.
South East Rural Community Councils Increasing the Regional Voice of Rural Communities • Rural Mainstreaming Report • Recommendations • Engrain Thinking Rural – by including it within equality assessments. • Develop local guidance & resources building on what is already available nationally & regionally. • Restructure data & evidence – a geographical analysis of need that shows where need is located & resources are distributed on a basis proportionate to the need. Disagregation where possible? • Feedback to central government outlining the failure of the mainstreaming agenda & limitations of the LAA process.

Taking the recommendations forward. • Feedback to the Minister through the RAF Chairs meeting. • Wide distribution of the Report • Invite LSP Chairs to next Forum? • Present on it at your LSP meeting? • Look at Rural as an ‘equalities’ issue?
