SSP safety promotion 4.1 Internal training, communication and dissemination of safety information • The State aviation organization that has been designated as placeholder for the SSP shall develop and maintain a safety training programme that ensures that the appropriate personnel of its civil aviation organizations involved in the SSP are qualified to perform SSP duties, as appropriate
Internal training programme • The scope of the internal safety training shall be appropriate to each individual’s involvement in the SSP • The training programme should develop staff knowledge about • ICAO SARPs related to the SSP and SMS • the ICAO SSP framework • related guidance material
Rationale for the SSP training programme • Safety training development should include • a documented process to identify training requirements and training provided • means to assess the effectiveness of training
SSP training programme • The State must ensure that personnel are provided with safety information appropriate to their identified needs, to the extent of their safety functions and responsibilities • Safety training should be delivered by persons with • appropriate knowledge • skills • experience in the applicable subject area
Categories of the SSP training programme • The State should develop its SSP training programme around the four components of the ICAO SSP framework • There should be three categories of training • A – Indoctrination/initial safety training • B – On the job (OJT) safety training • C – Recurrent safety training
Categories of the SSP training programme A Indoctrination/initial safety training B On the job (OJT) safety training New staff are trained on the basics of SSP/SMS and their safety responsibilities in accordance with their involvement in the SSP programme C Recurrent safety training Safety training may be in the form of on-the-job training, delivered by persons with appropriate knowledge, skills and experience At least once a year refresher safety training should be provided to all appropriate staff
SSP levels of training • The four levels of SSP training are • Generic safety training • Initial job-specific safety training • Advanced safety training • Executive briefing Level 4 Level 3 Level 2 Level 1
1 – Generic safety training All relevant State aviation authorities staff Recipients • Introduction to the State safety policy and objectives and SSP/SMS fundamentals • Overview of safety roles, responsibilities and accountabilities • Introduction to safety risk management, including hazard reporting Training objective • ICAO SARPs • Overview of the ICAO SSP and SMS frameworks • Basic safety management concepts • Introduction to hazard identification, including State and service providers safety reporting systems Training programme contents
2 – Initial job-specific safety training State aviation authorities technical staff Recipients • In-depth knowledge of safety risk management, with emphasis on hazard identification and safety risk assessment Training objective • In addition to 1) • Hazard identification and safety risk assessment processes • Nature and features of different safety reporting systems • Safety data collection, processing and analysis • Note . – Promotion or internal movements within the State aviation authorities may require additional safety training Training programme contents
3 – Advanced safety training State aviation authorities middle and senior managers Recipients • In-depth knowledge of SA, including safety roles, responsibilities, and accountabilities regarding the SA component of an SSP Training objective • In addition to 1) and 2) • Safety roles, responsibilities and accountabilities related to the SA component of an SSP • Establishment of ALoS related to an SSP • Measurement of safety performance of service provider’s SMS • Safety assurance in an SSP environment Training programme contents
4 – High level safety briefing SSP Accountable Person Recipients • To provide a broad perspective of the SSP with emphasis on “what is new/different” Training objective • Organization of the SSP • SSP roles, safety responsibilities and accountabilities • Safety policy and objectives • Safety risk management • Safety assurance • Safety promotion • Note. – This training session should be reasonably brief (it should not exceed one-half day) Training programme contents
Training documentation • A training file should be developed for each staff member, including management staff, to assist in identifying and tracking staff safety training requirements and verifying compliance • SSP training programmes should be adapted to fit the needs and complexityof the State aviation activities
SSP safety promotion 4.2 External training, communication and dissemination of safety information • The State shall develop and maintain a formal means for safety communication that ensures that • service providers’ personnel are fully aware of the SSP and its relationship with the SMS • safety critical information is conveyed to service providers • service providers understand why particular safety actions are taken
Safety communication • The State should communicateSSP policies, objectives, processes and procedures to all staff within State aviation organizations • The SSP should be visible in all aspects of the authority’s activities • Safety communication aims to • ensure that all staff is fully aware of the SSP • convey safety critical information • explain why particular actions are taken • explain why safety procedures are introduced or changed • convey “nice-to-know” information
Points to remember • The implementation of the SSP leaves unchanged the need for State aviation authorities staff to possess specialized technical knowledge and skills • The implementation of a SSP requires additional skillsin areas such as hazard identification and safety risk management • The State must provide the necessary training to develop the additional skills
