  1. IMPROVING THE QUALITY OF CCA PROJECTS AN INTRODUCTION

  2. WORKSHOP OBJECTIVE At the end of the course participants have identified and understood the key issues to ensure the quality of an intervention at three levels: – Assessment – Design – Monitoring/evaluation

  3. CONTENT • Introduction • Assessment • Defining assessments • The assessment process and components • Analyzing problems (EXERCISE PROBLEM TREE) • Assessment in CCA (AUTO EVALUATION) • Designing a project • Defining design • The relevance of the design process • The logical Framework (EXERCISE LOG-FRAME) • Design in CCA (AUTO EVALUATION) • Monitoring a project • Monitoring vs. Evaluation • Monitoring an project • Defining monitoring documents (EXERCISE MONITOR. DOC) • Monitoring in CCA (AUTO EVALUATION) • Training closure

  4. PLANNING

  5. The Project cycle

  6. Group exercice • WHAT is an assessment? • WHY do we do it for? • WHO does it? • With Whom? • HOW do we do it (what activities?) • HOW do we use the results?

  7. 1st Group • HOW do we do it (what activities?) • Prepare questionnaires • Fill questionnaires with people, shuras, GoA • Field visit • Technical survey (GPS.., geogrraphical, social and security situation) • HOW do we use the results Collecting informations from the field Analyse the informations to design the project • WHAT is an assessment? Purpose 3 definitions: • Identification of needs • Background to design a project • Prepare the material for the project • WHY do we do it for? Identification of the needs and the number of the population, incomes Have enough information for the project For the design of a good project • WHO does it? Project’s staff who were trained Local people for security to introduce CCA in villages Local authorities • With Whom? Local population Representative of the people and the GoA NGOs working in the area

  8. WHAT is an assessment? Purpose Gathering needs, and define what to do , when to to it and where=> make choices • WHY do we do it for? When there are problems, haw should we solve the problems. Getting informations about people needs. • WHO does it? Local people Representative of the GoA Others.. • With Whom? Through questionnaries • Groups • People (individuals) • How do you select people? • HOW do we do it (what activities?) • Questionnaires (people fill the questionaires or are interviewed) • HOW do we use the results

  9. With Whom? People, shuras, Local govt • HOW do we do it (what activities?) PRA, door to door surveys, questionnaires, groups discussions (depends of the subject) HOW do we use the results? To design the project • WHAT is an assessment? Purpose Identify the roots of the problems Records data that can help describe the situation • WHY do we do it for? • To assist the design phase and provide a baseline for the monitorin • WHO does it? It depends of what you want to study and understand

  10. Aims of an assessment

  11. The main objective of an assessment is to get a comprehensive and integrated understanding of the context, the stakeholders involved, the problems faced by people directly or indirectly affected by the crisis, and the strategies that they have put in place in response to the crisis. • How the assessment is conducted can make the difference between a meaningful programme and a project that is of little value to the affected population. Too often, this phase is carried out using an extractive approach, leading to an incomplete or biased analysis of the situation and associated problems.

  12. WHAT IS A PROBLEM? A PROBLEM Is an uncomfortable situation for somebody in a given context

  13. PRESENT - FUTUR A project PROJECT PRESENT SITUATION DESIRED SITUATION EXTERNAL SUPPORT From NGOS

  14. PROBLEMATIC SITUATION A good and comprehensive assessment Understanding The crisis and Its effects Understanding Who is Who Understanding The context THE POPULATION, ITS PROBLEMS AND WORRIES Understanding needs, expectations and demands Understanding capacities and coping strategies

  15. STAKEHOLDER ANALYSIS ACTIVITIES INTERESTS AID ORGANIZATIONS POSITIONING NGO IO Population ONU DONOR LOCAL COMMITTEE Local humanitarian organizations FAMILIES LOCAL NGO Community- Based Organisation GOVERNMENTS WEAKNESSES STRENGTHS INFLUENCE AND POWER

  16. PROBLEM TREE or WHY WHY TREE EFFECTS OF THE SITUATION insecurity indebteness No access to health Food insecurity WHY ? Conflict with kuchis Lack of incomes WHY ? Lost of assets overgrazing WHY ? drought war ROOTS OF THE SITUATION

  17. PROBLEM TREE 2 CONSEQUENCES CONSEQUENCES CORE PROBLEM CAUSES CAUSES

  18. Evaluation from the participants • More details on assessment • Before we did not enough focus on assessment, we have understood that doing an assessment is important Lack of training for the Baseline Survey Usefull to learn about the Project cycle, (need to learn about more assessment Tools). We have realized the links in between the project phases and the importance of quality. Find the reason of the different problems is very important if you want to change the situations where many problems are interlinked. The donors already ask to focus on this kind of project or areas and we have to fit in his framework. Hands on training
