System of the different operational programmes in Hungary • There are 5 operational programmes in Hungary: • Operational Programme for Economic and Competition Development • Oprational Programme for Development of Human resources • Operational Programme for Development of Agriculture • Operational Programme for Development of Infrastructure and Environment • Operational Programme for Regional Development
Specialization of OPRD • subsidiarity • strenghtening the regional public administration, the system of the regions is quite new in Hungary • Reducing the economical differencies among the regions (GDP) • OPRD is a special operational programme, beacuse: • it deals with regional action plans • mainly supports development for the local authorities, strenghtens the civil capacity • 75% of all support goes to the four most under-developed regions, and makes special criteria for micro-regions (NUTS 4) • support from ERDF (about 90%) and ESF (about 10%)
Structure of the OPRD • In the OPRD there are four strategic priorities: • I. Priority: Development of tourism potential in the regions • Measure: Development of tourism attractions • Measure: Development of tourism-related services • II. Priority: Development of regional infrastructure and communal environment • 1. Measure: Development of accessibility in the disadvantagedregions and micro-regions • 2. Measure: Regeneration of urban areas • 3. Measure: Infrastructure development of pre-school and primary educational institutions • III. Priority: Strengthening the regional dimension of human resource development • 1. Measure: Capacity- building of local public administration and non-governmental organisations • 2. Measure: Support for local employment initiatives • 3. Measure: Strengthening co-operation of higher education institutions with local actors • 4. Measure: Support of region-specific vocational training • IV. Priority: Technical Assistance
Measure 3.2 - Support for local employment initiatives • Component 1: Strengthening the local co-ordination of activities aimed at employment promotion (employment pacts) – open apllication system • Component 2: Implementation of non-profit employment programmes in the social economy - – open apllication system • Component 3: Creation and development of the professional capacity necessary for the long-term sustainability of local employment initiatives – centralized project, the final beneficiary is the National Employment Foundation (NEF). NEF also makes the coordination of employment pacts supported by OPRD. • The measure has 19 006196 EUROS in total. Proportion of the components: 20%, 65%, 15%.
Employment pacts in the OPRD HU • Total: 3,9 million EUROS. • One pact can require: 7 million HUF – 50 million HUF (100% of support) • Applicators can be: • Local authorities • Association of Local authorities • All kind of civil organizations • Chamber of Commerce and Industry • Chamber of Agriculture • Labour centres • Associations of the labour market
Employment pacts in the OPRD HU • Supportable activities: • Development of local/micro-regional/regional employment strategies, elaboration of employment agreements/pacts and their operation in line with the local/small-regional/regional strategic plans for economy development. • 2. Development of local/micro-regional/regional co-operation networks aimed at the encouragement and co-ordination of local employment initiatives, as well as the creation of the conditions for the operation of this system. • 3. Creation of an organizational background and technical basis supporting the elaboration and dissemination of the pacts, and their operation in order to promote cooperation between employment pacts and the exchange of related experience.
Employment pacts in the OPRD HU • Activities eligible within the framework of the measure above: • preparation of studies and surveys of situation providing a basis for local employment strategies, • organization of seminars, workshops, conferences, professional and community forums for the strengthening co-operation between local stakeholders, improving their professional skills and facilitating the exchange of information in order to further the strategy formulation process, • participation in training intended to facilitate project implementation and in the exchange of Hungarian and international experience, including partnership building, international and/or domestic study tours, etc. • ensuring permanent communication between the partners, ensuring the supply of information and full publicity for the wider public (e.g. website creation, preparation of publications, etc.).
Employment pacts in the OPRD HU • Projects must fulfil the following conditions: • They should reflect a strategic approach and be in line with national employment priorities • They should clearly reflect a territorial approach • They should be based on a partnership between different local/ micro-regional/ regional stakeholders • The applicant organisation should co-operate with local businesses and with employers’ and workers’ organisations.
Employment pacts in the OPRD HU • Compulsory parts and results of the applications/employment pacts: • Local authority and the local labour centre as a profession partner • Sustainable network of the partnership • Local employment strategy • Local operational plan of the strategy – employment pact • Detailed regulation of the partnership • Budget of the partnership • Concrete project plans (subsidiarity!) • Writing down recommendations for regional/national employment plans • Coordination of employment pacts in different level • Management body
Problems and advices for the next programming period • Slow applicators – new application system, regional differencies • New tasks for the public administration – faults in the guideline (ex.: participation of local labour centres, 50 million HUF, deposits) • Employment pacts as direct labour market policy – each small-regions should have a pact? • Project plans as new basis of the next programming period • Management capacity • Difference among the territorial level and the cost
Coordination of the employment pacts • National network, information, web, experience (newsletter), international best practice • Professional help with advices, tranings, seminars, studies • Best practices (importing, exporting them) • Coordination of the Hungarian pacts This task will be implemented in the frame of the third component, by National Employment Foundation (www.ofa.hu)
