Governance: 3020 Series • DoDD 3020.49 (previously DoDD 3020.qq) “Orchestrating, Synchronizing, and Integrating Program Management of Contingency Acquisition Planning and its Operational Execution” • Establishes: • Policy for program management for the preparation and execution of acquisitions for contingency operations • Responsibilities • Accountability, integration and management of all contractors supporting the DoD and all USG PSCs operating in an area of contingency operations. • Adjudication conference complete; comments incorporated. • Pre-signature edit completed. • DoDD is currently with DEPSECDEF for signature.

Governance: 3020 Series • DoDI 3020.pp “Private Security Contractors (PSC) Operating in Contingency Operations” • Responds to requirements of section 862 of the FY08 NDAA and section 854 of the FY09 NDAA. • Prescribes: • The selection, accountability, training, equipping, and conduct of DoD funded personnel performing private security functions in contingency operations. • Incident reporting • Use of and accountability for equipment • Rules for the use of force • Process for the discipline or removal of PSC personnel • Applies across all United States Government (USG) agencies in declared areas of combat operations. • Adjudication conference complete; comments incorporated. • Will publish in the Federal Register; awaiting legal concurrence

Governance: 3020 Series • Rewrite of DoDI 3020.41 “Program Management for Acquisition and Operational Contract Support in Contingency Operations” • Significant changes to the existing instruction including: • Incorporation of lessons learned; • Requirements for the development of contractor oversight plans; • Requirements for adequate military personnel necessary to execute contract oversight; and • Standards of medical care for deployed contractors • Adjudication conference complete; final review comments have been incorporated. • Need revised SD 106s as soon as possible. • Likely to require publication in the Federal Register Incorporates OCS and Contingency Program Management
