Concept of Culture Not static, but dynamic Not only product (objective dimension), but also process (subjective dimension) Broad meaning, including language, religion, education, customs, land, arts, literature, work, sports, etc. Individual and collective dimension 4

Limitations of Cultural Rights UNESCO instruments “No one may invoke cultural diversity / provisions of this instrument to infringe upon human rights guaranteed by international law, nor to limit their scope.” “Consideration will be given solely to such intangible cultural heritage as is compatible with existing international human rights instruments, as well as with the requirements of mutual respect among communities, groups and individuals, and of sustainable development” 9
