EU impact • 30 % of all national laws and regulation refers to EU • 60 % of all questions at City council agenda are influenced by EU • 70 % of all EU legislation is implemented at local or regional level • 80 % of Swedish environmental legislation is derived from EU • CONCLUSIONS: • Knowledge about EU and laws affecting local authorities is crucial! • Local and national level must respectfully work together!

NEAP2010 – 2015 and LEAP • Create in collaboration with municipalities a method for production of useful LEAP • LEAP is also a tool to plan for a realistic amount of local inspection • LEAP is often asked for related to support international granting of big environmental infrastructure investments

Cooperation between national and local level • Create work groups : ministries, national agencies, municipalities • Establish a realistic time table • Produce learning material • Conference to create ToT • Website FAQ • Create a routine to publish verdict from environmental court • Supportive supervision visits to municipalities • Find strong methods to fight against corruption • State agencies should support local level free of charge with their knowledges

Even inspections within our own town/municipality function • Vice mayor in bigger cities responsible for environment questions • Fruitful dialogue with local NGO • Environmental questions are high up on the political agenda!
