UN High-Level Meeting on NCDs19-20 September 2011 • Only the second health issue to come before the United Nations General Assembly, after HIV AIDS • 31 Heads of State attended • 133 Member State statements • 2-day meeting, despite UN insisting only 1.5 days was possible • Unprecedented interest from civil society and record civil society participation
Political Declaration on NCDs • Adopted by consensus during opening plenary 19 September 2011 Strengths: • Focuses on NCDs as a development issue, prevention, reducing exposure to risk factors • 2012 targets, partnership; 2014 comprehensive review Weaknesses: • No overall goal to reduce preventable deaths, set of time-bound targets • No funding commitments
Political Declaration on NCDs • Note further that there is a range of other non-communicable diseases and conditions, for which the risk factors and the need for preventive measures, screening, treatment and care are linked with the four most prominent non-communicable diseases • Recognize that mental and neurological disorders, including Alzheimer’s disease, are an important cause of morbidity and contribute to the global non-communicable disease burden, for which there is a need to provide equitable access to effective programmes and health-care interventions

I believe the definition of NCDs should be broadened • Today our attention is focused on just a few diseases, thereby denying attention and help to tackling no less fatal diseases of the body and mind • Mental health, including depression, is one such under-addressed disease and remains a threat to health and well-being worldwide • As operational experts, your understanding, perspective and efforts would contribute to advancing this issue
Immediate priorities for NCD Alliance • Complete Strategic Review and new Strategic Plan • Position on targets and indicators, and monitoring framework • Position on next Global Plan on NCDs • Options for global partnership on NCDs and identifying NCD champion countries and Heads of State • Campaign for NCDs into post-2015 goals (via Rio+20) • Campaign for access to medicines and care • Supporting development of national NCD Alliances • Working the regional consultations, including: • SEARO Regional Meeting on NCDs, including Mental Health and Neurological Disorders, Yangon, Myanmar, 24-26 April 2012
