  2. 1 MAY 2006–EU deadline for the introduction of the digital tachographs to all new vehicles subject to driving rest time rules Digital tachographs must be calibrated at approved workshops Drivers must have digital tachograph driver cards - Member States must have in place an effective system for card issuing, a suitable network of approved workshops and trained and equipped enforcement officers D.DAY FOR THE DIGITAL TACHOGRAPH 2006 IRU Academy Seminar

UNREADY EU MEMBER STATES • 1 MAY 2006: • Hungary, Slovenia, Slovakia, Portugal, Malta, Greece & Cyprus unready • 28 SEPTEMBER 2006: • Hungary, Slovakia, Slovenia now ready • Portugal, Cyprus, Malta making progress • Greece may be ready in January 2007 The situation for transport operators in unready Member states is unacceptable. 2006 IRU Academy Seminar

  4. THE INDUSTRY TEST • Industry is now testing the Digital Tachograph in the real world! • ‘Ready EU Member States’ must prove that they are not just ready on paper. This implies: • Efficient card issuing • Sufficient Approved Workshop • Well trained, well equipped and sensible enforcement officers 2006 IRU Academy Seminar

AETR COUNTRIES • 16 June 2010 – The Digital Tachograph becomes compulsory in all new vehicles subject to AETR rules • The EU Experience shows that establishing an efficient and secure digital tachograph system is complex and time consuming. Many lessons have been learned. Non EU AETR Governments should not underestimate the Digital Tachograph challenge 2006 IRU Academy Seminar

NEW DRIVING AND REST TIME RULES • 11 April 2007 - New EU Driving and Rest Time Rules Regulation 561/2006/EC enters into force Key Changes • New 56 hour weekly driving limit • Less flexibility in splitting daily rest and breaks • Compulsory 45 hour regular weekly rest every second week • 12 day Rule ends for Occasional International Passenger transport 2006 IRU Academy Seminar

  7. WHY THE RULES WERE CHANGED • Make the rules compatible with the digital tachograph • Make the rules simpler and clearer to enforce RESULT • Unbalanced political agreement simplifying the rules at the expense of industry flexibility 2006 IRU Academy Seminar

THE CHALLENGE FOR INDUSTRY • The road transport industry now has to make these rules work in practice • The IRU will be working with national enforcement agencies and the European Commission to remove inconsistencies in the text of 561/2006/EC via the EC Regulatory Adaptation Committee • A Memorandum of Understanding (MOU) for a common EU enforcement interpretation of the new rules is going to be developed with IRU input 2006 IRU Academy Seminar

  9. HARMONISATION • AETR rules are now being aligned with the new EU EU Regulation • Harmonisation of driving and Rest time rules makes possible a pan-European road transport market ensuring equal opportunities for all 2006 IRU Academy Seminar
