WP 4 objectives • Strengthening the realisation of ICZM national strategies and the implementation of ICZM in EU Coastal Zones by enhancing the role of spatial planning within ICZM and demonstrating the benefits of spatial planning in ICZM by a selected number of pilot projects. Recommendation 30 May 2002 (1) • Identify the roles of the different administrative actors within the country or region whose competence includes activities or resources related to the coastal zone, as well as mechanisms for their coordination • Identify the appropriate mix of instruments for implementation of the principles of integrated coastal zone management within the national, regional or local legal and administrative context Ancona, Kick-off conference

Emilia-Romagna ICZM • ICZM represents the advanced tool to address all coastal activities towards economic, social and environmental sustainability • The integrated approach will be the driving force to the social and economical development of coastal zones • The management of coastal areas focussed on sustainability can be successful only by adopting a complete set of juridical, economic tools, technological solutions, education and training Ancona, Kick-off conference

State-of-play in implementing • Emilia-Romagna Region Council has adopted, Act n. 645, 20 January 2005, ICZM Guidelines for the long term sustainability of its coast and sea • During the 2005 and 2006 all coastal provinces (Ravenna, Forlì-Cesena, Rimini, Ferrara) have adopted the Guidelines at local level • By the end of the year 2006 the adoption of the guidelines is foreseen for all 14 coastal Municipalities • > 5.000.000 Euro for ICZM pilot projects Ancona, Kick-off conference

A short background • The ICZM Guidelines consider the “settlement system” as one of the strategic sectors on which actions should be focussed by administration involved in spatial planning • Land use and settlement system are therefore the first context of implementation of guidelines, and local authorities are the territorial references for the full-fledged and effective implementation of ICZM contents Ancona, Kick-off conference

Regional Law n. 20/2000 • The Regional Law recognises a relationship based on interaction between action in the field of planning competence and environmental, settlement, networked infrastructure, and mobility system • The Regional Law identifies in the preventive evaluation of plan sustainability the tool for the assessment of interactions and impacts of planning choices • It also establishes the mandatory monitoring of effects and regular drafting of implementation reports Ancona, Kick-off conference

Pilot project objectives • Adopting and deepening of ICZM guidelines in Territorial Coordination Plan (TCP) of Ferrara Province • Deepening of nine thematic areas defined by ICZM guidelines at provincial scale • Characterisation of interactions between the TCP and environmental system • Main aim: TCP will be an integrated tool of different plans and policies regulating the coastal zones Ancona, Kick-off conference

Pilot project activities • Coordination and integration of the existing geographical data; • Creation and development of a common GIS database in order to promote an integrated spatial planning approach; • Defining of environmental, territorial/social, health and safety, and landscape qualification indicators of sustainability; • Characterisation of interactions between the territorial plans and the environmental systems; • Characterisation of mitigation actions and their evaluation in term of sustainability; • Defining of monitoring indicators to evaluate TCP’s effects.
