  1. Draft GEO Framework, Chapter 4/5 “USER REQUIREMENTS & OUTREACH” • SG co-chairs: Stephen Briggs, CEOS • Ezio Bussoletti, Italian Ministry of the Environment • Giorgio Cesari, Italian Agency for Environment - APAT • David Kendall , Canadian Space Agency • Ewen MacCallum, MET Office, UK Presented by Ezio Bussoletti GEO-2 Baveno (I) 27-28 November 2003

  2. Scope • URSG Scope: • Develop for the 10-year implementation plan an effective mechanisms to identify high priorities requirements for current and future EO • Starting from • Analysing users’needs for EO data and information at: local, national, regional, global levels • through • a user-driven • rather than • technologically-driven approach GEO-2 Baveno (I) 27-28 November 2003

  3. Approach • Main Users categories identification • Key topics selection • Analysis of existing inventories of major user requirements (international, national) : current status and gaps. • How to tackle the gaps • Definition of mechanisms for effective user-involvement • Outreach mechanisms GEO-2 Baveno (I) 27-28 November 2003

  4. Main Users Categories • policy makers at both national and international levels • agencies and institutions responsible for policy implementation and enforcement at global, regional, national and local levels • agencies and institutions responsible for co-ordination of national and international observation systems (operational) • scientific communities who provide inputs into policy formulation (universities and national and international research agencies and centres • Industry and commercial sectors - often the target of policy decisions; • NGOs • the general public GEO-2 Baveno (I) 27-28 November 2003

  5. Existing Inventories (1) Preliminary review – to be completed with additional contributions • GCOS, IGOS-P, WMO, GOOS, WRCP analysis = sound knowledge • of data requirements • on current modelling and on necessary improvement • on observations systems (satellite and in situ) needs at global and at regional or local scales for research and climate change communities, weather forecast (extreme events), support convention on climate • IGOS- P provide also analysis on continuity and knowledge challenges for oceans, water, geohazards, carbon, coral reefs, coastal zone, atmospheric chemistry GEO-2 Baveno (I) 27-28 November 2003

  6. Inventories (2) • GMES - a joint programme of the EC and ESA = Includes analysis of users requirements (information, data, modelling) Through • ad hoc inventories (e.g. BICEPS) • Users directly involved in EU Projects (5th and 6th EC Framework Programmes) and ESA GMES Service Elements Programme Environment (climate change, air quality, marine environment, coastal zones, soil management, land use., inland water management) and Natural and anthropogenic hazards (forest fires, oil spills, flood, eutrophication) and Security (Food, humanitarian aid). GMES : main contribution of Europe to GEO GEO-2 Baveno (I) 27-28 November 2003

  7. Inventories (3) • National Inventories (frommembers of the subgroup) : Others will be added • Canada (e.g. specific operational need with radar: ice monitoring) • France (Agriculture, forestry, tropical zones and oceans, soil protection, creation of a GEO mirror group for UR) • Italy (National requirements for environmental monitoring, surveillance and risk management: fires, flood, landslides, oilspills, in connection with the COSMO-SkyMed programme) • Sweden (e.g. specific request / forest management) • US (e.g. human health, earthquakes, water quality, water resources, oceans and coastal zone, weather and climate, land, air quality, space weather and atmosphere). GEO-2 Baveno (I) 27-28 November 2003

  8. Analysis of existing Inventories (1) In order to • extract current status and gaps from global to local levels • identify priorities • identify commonalities of users requirements across user categories (information, data, model, etc..) among topics • provide recommendations and inputs to the other GEO subgroups (architecture, data utilisation, capacity building and International Cooperation). GEO-2 Baveno (I) 27-28 November 2003

  9. Analysis of existing Inventories (2) Possible Work approach for UR subgroup Topic Atmosphere climate change Oceans and Marine environment Inland water Soil and land Biodiversity and nature protection Natural and human-produced hazards Integrated regional management and territorial dimension Human health + well being Lead Org. (s) within URSG GCOS, WRCP, WMO, IGOS-P IGOS-P, IOC/GOOS EC, UNEP EC, UNEP, FAO IGBP, EC, Sweden ESA, FAO, UNESCO UNEP, EC UNEP, WHO,US Need of strong support by Countries and International organisations working with developing countries (UNEP, FAO). GEO-2 Baveno (I) 27-28 November 2003

  10. User Involvement mechanisms through • Build on approach already used by WMO, IGOS-P, GCOS, GOOS, etc, for example the WMO process : RRR (Rolling Review of Requirements) on annual basis. • involvement of standardisation organisations and certification bodies (e.g. ISO). • structured and permanent dialogue between all stakeholders involved in information production and use: along the chain of production of information and between the sectors and disciplines, as proposed in GMES for ensuring that user needs are met. GEO-2 Baveno (I) 27-28 November 2003

  11. Outreach mechanisms Some main tools : • National websites • brochures, CDs for those countries without easy web access • ad hoc publications/newsletters for different stakeholders • special sessions or exhibits on EOS(s) at key events, COPs, UN Commission for Sustainable Development, others • Press communication strategies • Awareness-raising actions to ensure public support and upward pressure towards policy makers GEO-2 Baveno (I) 27-28 November 2003

  12. Key variables • Data transformation into information • Data utilisation strategy DU CB AR UR • Users involvement • Outreach mechanisms • Key variables • Data processing component • data exchange and dissemination process Integration needs/overlaps with the other subgroups GEO-2 Baveno (I) 27-28 November 2003
