  1. Talking Freight April 15, 2009

  2. General Themes Seen in Reauthorization Proposals/Positions • Defining a federal role in freight and goods movement given the regional benefits provided by freight corridors and the importance of interstate commerce • Linking transportation policy and funding to the environment and energy sectors given transportation’s contribution to greenhouse gas emissions and concerns about energy security • Promoting better management of existing assets through efficient use or life-cycle management strategies • Using multiple funding sources to ensure the long-term sustainability of the programs and • Incorporating performance and accountability into transportation programs to ensure projects that receive funding result in commensurate public benefits

  3. Transportation Performance Measurement • Several groups have recommended performance-based surface transportation programs • Previous DOT Administration’s –”Transportation Infrastructure Reform Act” proposal • AASHTO • Policy and Revenue Commission • Finance Commission • GAO

  4. Freight Significant Highway Infrastructure • Interstate System • International Land Border Crossings and approaches • Intermodal Connectors • Port Terminals • Rail Terminals • Air Terminals

  5. What are Key Freight Performance Indicators? • Point-to-point travel times on selected freight-significant highways • Crossing times at international borders • Condition of connectors between NHS and intermodal terminals • Empty miles • Cost of highway freight per hour / mile • Cargo insurance costs • Customer satisfaction • Hours of delay per… http://www.ops.fhwa.dot.gov/freight/freight_analysis/measure_rpt.htm

  6. Background and Methodology What? • Uses trucks as probes. Why? • Provides a quantifiable basis to engage public and private sector and investigate and explore causes of delay. How? • Partnership with American Transportation Research Institute, data providers, and motor carriers. Where? • 25 major US interstates. • Land border crossings. 15 US/Canada crossings.

  7. National Corridor Analysis

  8. FPM Interstates

  9. International Border Crossings

  10. US –Canada Land Border Crossings

  11. Typical Border Crossing Network U.S. Roadways PRIMARY HIGHWAYS • Michigan Route 3 • Interstate 75 • Interstate 94 • Interstate 96 Canadian Roadways PRIMARY HIGHWAYS • ON Provincial 401 • ON Provincial • E.C. Row EXPY FEEDER ROADS 4) ON Provincial 403

  12. Current Measures • Freight Significant Corridors • Average Operating Speeds (entire Corridor) • Travel Time Reliability (Buffer Index) • Borders (US/Canada) • Total Crossing Time • Crossing Time Reliability (Buffer Index)

  13. Other Travel Time Measures • Measures of average travel time • Average travel time in peak period in major metro areas • city-to-city travel time • shipper point-to-point travel time • Measures of delay (or added travel time) • hours of delay per 1000 vehicle-mile • percent of corridor experiencing AM/PM peak delay • Reliability Measures • Incident-based delay • Work-zone based delay • Weather-based delay

  14. Current Initiatives – US/Mexico • US/DOT FHWA Led • Otay Mesa – GPS • El Paso Bridge of the America – RFID • State Lead w/ FHWA Support • Pharr/Reynosa (TX DOT) • Nogales (AZ DOT) • Laredo (contemplated)

  15. Intermodal Connector Assessment Tool • Simple tool for assessing the condition of freight intermodal connectors at a state or national level • Makes maximum utilization of data that is readily available from National data sets (e.g. HPMS) • Distributed later this summer

  16. FPM Methods andApplications

  17. Data Attributes • Number of Vehicles • Characteristics of vehicles • Average Annual Positions • Data for 25 Corridors will be available from mid-2006 to present • Border Crossing Data from mid-2006 to present

  18. Data Processing Walkthrough • Data Characteristics • ID, Time Stamp, Lat, Long, Interstate Identifier

  19. Data Processing Walkthrough • Multiple Hardware/Software Applications • Data management software, tools and techniques. • Data processing software, tools and techniques. • National corridor data analysis is conducted using a customized application that uses: • A relational database management system. • Geographic information system software

  20. Data Applications Confidence the Data Can be Applied in the Following Areas: • Trend Analysis and Historical Data (e.g. for performance measurement, public information, engaging freight stakeholders) • Analysis of the effects of varying operational conditions on the network (e.g. weather, incidents, work zones) • Before and After Project Analysis • Border Crossing Times

  21. Data Applications

  22. State Example

  23. Incident Example: Florida Wildfire

  24. North Carolina Work Zone Example

  25. Other Applications
