AF Inspection System (AFIS) • Restores the inspection business back to empowered Wg/CCs • Further refines wing, functional manager & IG roles • Wing, FOA, DRU role: • Plan & execute the Wg/CC’s Inspection Program (CCIP) • Mature Self-Assessment Program (SAP) • Validate and verify SAP results • Independently assess Wing effectiveness • Executed by the Wg/IG, command chain, Wing Inspection Team (WIT) • Send Wing CC Inspection Report to MAJCOM/CC

AF Inspection System (AFIS) • MAJCOM functional staff role: • Gains increased SA through MICT-enabled CCIP • Supports Wg/CCs with improved policy, guidance, training & assistance • Develops & refines high-quality Self-Assessment checklists • MAJCOM/IG role: • Help Wg/CCs stand-up their Self-Assessment Programs • Help Wg/CCs develop and implement their CCIP • Conduct Unit Effectiveness Inspection (UEI) • Validate and verify WgCCIP • Independently assess Wing effectiveness in 4 major graded areas

4. Wg CC’s Inspection Program(CCIP) • Objective: To improve effectiveness, compliance, readiness and surety in AF wings • Description: CCIP is the wing CC’s program to coordinate wing-level inspections, assessments, evaluations, exercises, observations and other measurements into a single, cohesive inspection program tailored to the wing’s mission, objectives and context • Means: Led by the wing CC in partnership with Gp and Sq CCs, CCIP will be managed by the wing IG, planned and executed through the Wing Inspection Team (WIT) and wing, group and squadron CCIP reps, and enabled by MICT with high-quality functional checklists • Benefits: • Reduce the peaks/valleys in unit performance from external inspection prep • Fundamentally lean Airmen will drive continuous improvement to wing processes AF policy and functional checklists • Increased quality and velocity of CC’s critical info via MICT will increase staff SA • Validated, trusted CCIP becomes cornerstone of AF Inspection System allowing IGs to focus on unit effectiveness, leadership and aspects of climate/culture Wg/CC’s Inspection Report • Integrated “all-source” assessment based on CCIP and external inspections • 90 days after Chg of Cmd, then annually Disciplined Ready Compliant Efficient Effective Proficient Key CCIP Questions Wing Group Squadron ? What is a Unit Effectiveness Inspection (UEI)? • Are units properly manned? • Are units properly trained? • Are units properly resourced? • Are units ready and proficient? • Is the leadership climate effective? • How is the quality of life? • Are units disciplined and compliant? UEI is a change in focus for MAJCOM/IGs, not Functional Managers or Wg/CCs • USAFE/IG inspections contain 2 distinct components: • Validation/verification of Wg/CC’s CCIP • Will inspect compliance areas (task evals, MICT, program reviews, interviews, audits, exercises, etc) • 4 Major Graded Areas (MGAs): Managing Resources, Leading People, Improving the Unit & Executing the Mission • May include interviews w/Airmen at many levels, audits, observation, pre-visit data-mining and others to answer these basic 7 questions:

Structure of Unit Effectiveness Inspection (UEI) and CC’s Inspection Program (CCIP) These are the 4 Major Graded Areas and sub-areas for the UEI and wing CCIP 1 4 3 2 Commanders can tailor the methods, scope and depth with which their IGs inspect these areas based on the unique missions and operating environment of each wing

New AF Inspection System DRAFT MAJCOM/CC IG’s Inspection Report MAJCOM and FOAStaff Wing/CC’s Inspection Report MAJCOM/IG • Supports MAJCOM/CC with recommended policy, guidance, training and resource decisions • Gains increased SA through MICT-enabled CCIP • Provides inspection requirement recommendations to CC through IG • Supports wing CCs and below with approved policy, guidance, training and assistance • Augments IG team as necessary • Refines/develops high-quality Self-Assessment Checklists IAW AFI 90-201 • Inspects to: • Validate/verify CCIP • Unit performance influences frequency, scope and depth of IG inspections • Assess leadership effectiveness, military discipline and aspects of climate/culture through Unit Effectiveness Inspection (UEI) UEI MICT Wing/CC Wing IG • Plans and executes Wing CC’s Inspection Program (CCIP) • CCIP is executed by CC through Wing IG, command chain, Wing Inspection Team and unit reps • Enabled by high-quality functional checklists and the Management Internal Control Toolset (MICT) • Reports inspection results to MAJCOM/CC with appropriate MICT visibility for HHQ staffs Accountable, structured internal inspection, validated and verified by external inspection.
