  3. Consumer Law - a complex body of law, which consists of various branches of law rules (administrative, civil, criminal, etc.) governing the relationship to address physical, cultural and other needs of the citizens.

  4. Official recognition of the need for a system of state regulation of the relationship with customers is U.S. President John F. Kennedy in the U.S. Congress March 15, 1962 President of the first formulated four basic consumer rights: the right to choose, the right to safety, the right to be heard, the right to information.

  5. In the law of the Republic of Uzbekistan "On Protection of Consumers' Rights was adopted by the 1996 session of April 26 V Oly Majlis. It includes 30 articles and is the primary source for consumer protection. In 2002, on November 28 the Cabinet of Ministers adopted Decree 414 "On measures to increase public participation in the protection of consumers' rights." .

  8. Consumer protection is to inform about the goods and services available in the market, their manufacturer (performer, seller).   In addition, the legislation provides for the estate (civil law), administrative and criminal liability for violation of consumer rights.

  9. Under the consumer should be aware of the citizen (individual), acquiring, ordering, or having the intention to purchase or order a product or work, services for personal consumption or use in the private sector, non-profit making. Manufacturer - a company, organization, institution or individual entrepreneur, producing goods for sale to the consumer

Singer - an enterprise, organization, institution, or a private entrepreneur, performing work or providing services to a consumer contract in consumer, housing, repair, construction, transport and other areas of service. Vendor - a company, organization, institution or private entrepreneur selling goods to the consumer under the contract of sale.

Consumers have the right to: - To provide accurate and complete information on the goods (works, services), and the manufacturer (performer, seller); - Free choice and good quality of the goods (works, services); - The safety of goods (works, services); - Full compensation for material losses and moral damage caused by the goods (work, services) with disabilities, dangerous to life, health and property and unlawful action (or inaction) of the manufacturer (performer, seller); - An appeal to the court, other authorizedbodies for protection of rights and interests protected by law; - The creation of associations of consumers;.

The information on goods (works, services) necessarily must contain the following: - Designation of the standard documentation, mandatory requirements which must match the goods (work, services); - Contradict the basic consumer, including specific properties; - The price and conditions of purchase; - Date of manufacture of certain goods; - Warranty of the manufacturer (executor);

  13. - terms and conditions of the effective and safe use; - Life (life) and information on the actions required by the consumer end of this period, as well as the possible consequences of non-compliance with such actions; - The name and ownership of the manufacturer (performer, seller), and the license number of the registration certificate; - The address of the manufacturer (performer, seller) and their authorized companies' to receive claims from customers, as well as carrying out repairs and maintenance; - Methods and rules of storage, safe disposal. For goods subject to mandatory certification, the consumer must provide information about its certification.

According to Article 16, "The right of the consumer; for proportionate reduction of the purchase price of a defective product or contract" if the seller (manufacturer) have not been met customer requirements for substitute goods or eliminating it, flaws, the consumer has the right to demand a proportionate reduction of the purchase price of the goods or termination agreement on compensation of damages and moral damages under Articles 20 and 22 of this Act.

  19. According to Article 12, "The right of the consumer to the safety of goods (works, services)", the consumer has the right to a guarantee that its purchase of goods (work, services) manufactured or made ​​in compliance with the hygiene, including radiological, and other applicable anti-rules and regulations, and was safe for life, health, the environment, and does not cause harm to his property. .

  20. For the release of goods (works, services), is a danger to life, health and property of consumers and the environment, in accordance with the law are responsible for: - The manufacturer (); - The body that approved the standard documentation; - Issuing the certificate of conformity; - Health authorities, nature conservation, veterinary services, or other authorities have solved the issue or sale of dangerous goods (works, services).

  21. The consumer, who sold a defective product, if it was not stipulated in the contract, may opt to require: - Replacement of the goods of good quality of the same brand (model); - Replacement of the same product of different brand (model) with the appropriate recalculation of the purchase price; - Free elimination of defects in the goods or compensation - cost of correcting deficiencies consumer or a third party; - Proportionate reduction of the purchase price; - Termination of the contract with compensation of damages.

  22. The user can implement these rights, if deficiencies are found in: - Warranty period or shelf life of goods; - Six months for goods, for which the warranty period and expiration dates are not set; - Two years from the date of transfer of the consumer real estate, unless a longer period is provided by the agreement; - The period established by the Government of the Republic of Uzbekistan for seasonal items.

  23.
