  2. HOME – Main Purposes • Provide decent affordable housing to lower income households • Expand the capacity of nonprofit housing providers • Strengthen the ability of state and local governments to provide housing • Leverage private-sector participation

Consolidated Plan –Five-Year Priorities and Strategies– FFY 2013-2017 • Affordable housing for low-income families and very low income families; • Affordable housing for homeless families and families with special needs; • Affordable homeownership for low and moderate-income families; • Preservation of affordable housing for low- income persons and families; • Affordable housing for the elderly

Missouri Housing Development CommissionHOME Activities Rental Housing Production and Preservation Program: The main objective of MHDC is to successfully leverage the HOME funds with federal and state Low Income Housing Tax Credits, MHDC funds and other public and private funds to rehab or build new rental housing that is affordable to low income families Homeowner Repair Program (HERO): MHDC will provide HOME funds to be used for repairs and rehabilitation of owner-occupied homes.

The Commission was designated by Governor of the state of Missouri as the Housing Credit Agency for the state Qualified Allocation Plan (QAP)- the purpose of this plan is to set forth the process that MHDC will use to administer the federal and state Low-Income Housing Tax Credits (LIHTC) Rental Housing Production and Preservation Program

  6. The Commission will publish a Notice of Funding Availability of the HOME funds for two activities: 1. Multifamily Rental Production Programs 2. HOME Repair Program – non-metropolitan areas and selected Dream Communities Rental Housing Production and Preservation Program

  11. One- Year Goals for FFY 2014 HOME Program • Provide 1,593 rental households - new or improved, decent affordable housing • Eighty (80) housing units brought up to local building codes or standards • 2014 Action plan numbers include all rental production units

  16. 2014 Developer’s Guide • The Development • Must have supportive services, transportation and community amenities • May be given “Difficult Development” status, allowing MHDC to increase the eligible tax credit allocation by up to 30 percent

  17. 2014 Developer’s Guide • The Development – cont… • For mixed-income, all occupants must have same level of restriction in leases, regardless of disability/need • Range of developments: • One hundred percent (100%) of units down to 10 percent of units targeted to special needs population
