Recommended Priorities • Complete renumbering of standards and publication of the full list of national standards on the website • In parallel, complete SOPs and review Laboratory manuals SOPs • complete the ongoing work on drafting SOPs for PQ 15, PQ 14 and PQ 12 (specific for wheat) • develop SOP for PQ 12 Laboratory manuals • review laboratory manuals Develop additional lower priority SOPs Develop new standards and associated SOPs

Develop information-sharing tools • To improve the consistency and efficiency of the national PQ system, the following information-sharing tools are needed: • A tool to share information internally between PQ stations on • interceptions • endemic pest status (current standalone database contains references to 15,000 articles on 85 products – it is possible to search by area, plant or plant part) • exotic pest information, import conditions data base • export conditions database • A national database on PSCs issued, eventually allowing the possibility of exporters applying online (and e-certification/ paperless certificates) • a means of managing workflow for PQS, including initial link to customs authorities (to initiate inspection process) • share digital tools for fruit flies and bruchids (web based) • To implement these requires the following activities. Note: some of these activities have already been specified or implementation is underway with NIC.
Develop information-sharing tools… Activities • Ensuring that all PQ stations have adequate computer access/ internet access (for e-mail) is an urgent prerequisite for an effective PQ system. As a rule of thumb there should be one PC with internet per PQS technical officer. (Action: JS) • Review contents of endemic pest status database, modify and/ or issue rejoinders to CPC where there are discrepancies (Action: NPQS) • Revise existing structures of endemic pest database to publish centrally, to be managed by a dedicated PRA unit, and also make available to all PQS and other concerned Institutes like NBPGR. (Action: NIC) • Publish exotic pests database to all PQS linked to diagnostic protocols as an extension of the current PDF on Import Conditions (ICON) (Action: NBPGR, PQ) • Revise existing database on interceptions for sharing between PQS, and reporting to centre (NIC)
Develop information-sharing tools • Survey to establish all authorities currently issuing PSCs, including volume of certificates issued (Action: TF3) • Review existing PSC database, revise (if needed) and extend PSCs-issued database, for use as a single database over the web accessed by different PQS or State Departments of Agriculture (Action: review by TF3, programming by NIC) • Identify requirements for workflow system for PQStations, including customs authorities, for customs clearance documented on flow charts (Action: TF3) • Make agreement in principle to exchange data electronically with customs authorities (at JS level) (Action: JS) • Develop workflow system for PQ from inspection to clearance (Action: NIC)

Groups requiring technical training • PSC issuing authorities – 160 (includes120 signatories from State; supporting staff may also need training) • Import inspectors - DPQS staff, PQ officers (ongoing) • Seed health testing technicians – export and import inspection staff (ongoing), seed industry • Pest control operators (private)- training on treatments, minimum 60 per year (for staff turnover); PSC issuing authorities; PQ officers
Notes on Training • There is a need for a standard module, to be delivered as part of PQ training courses, as an introduction to SPS requirements, ISPMs and NSPMs • Training of PSC-issuing authorities involves training of trainers (one per PQS), who then takes responsibility to train other PQS staff, and any State Department of Agriculture staff involved in issuing PSCs • Five Regional interactive meetings with stakeholders (including consultation on draft International and National standards) • National Annual Quarantine Workshop (PQ Stations, NPPTI, NBPGR, SAUs, ICAR Institutes, State level functionaries) • On request, training can be delivered at NBPGR for 1-2 weeks on special detection techniques Recommended Priorities • Identify experts to deliver • Module preparation • Schedule training • Deliver priority I courses

Develop a strategy for public awareness on plant biosecurity/ PQ matters Awareness for General Public • Course curriculum in schools and colleges (including on specialist biology courses) • Pamphlets to distribute (examples of pests, purpose of PQ) • Documentary to show on aeroplanes? On international incoming flights (dialogue with customs at JS level) • Visibility of PQ facilities at airport • Standard disembarkation card to be followed • In-flight magazines to carry half page on PQ • Bill-boards at departure and arrival, video display • CDs/ interactive with test/quiz • Films • Press releases (especially in regional languages) • Mass media….high profile interceptions, soap opera plots, street plays
Awareness for Government Officials/ stakeholders • Orientation of senior public officials (cutting across ministries at central and state level) on importance and functioning of PQ • Stakeholders’ meeting, industry consultations, survey (again, from 2001, use web/ e-mail) • Orientation courses (short), with associations, chambers of industry/ commerce and PQ stations [also informal dialogue for discussions with customs-PQ]

Evaluation of Phytosanitary Capacity (PC) I.Need for a global standard for PC evaluation • Is there a stand alone tool to comprehensively evaluate PC in real terms? • Can this be supplemented by developing a supplementary tool to be used as a pre requisite of PCE tool because of the factors that affect the capacity building programmes directly and indirectly?
Evaluation of Phytosanitary Capacity (PC) Supplementary tool to include: • Geographic location of the country (strategic location, topography, agro-ecology, routes of pest incursions) • Economic status of the country (developed, developing, in transition, agrarian-based) • Language of the country (level of comprehension of English, French, Spanish etc) • Level of education in the country (including science education) • Promotion policies in the country (to ensure that efficient staff gets promoted in the same field) • Inter-ministerial coordination (as capacity building has to be of cross sectorial importance)
