APDRP • Accelerated Power Development & Reforms Programme as a Six level Intervention Strategy for distribution reforms to • Reduce AT&C losses to 15% • Reduce in outages & interruptions • Increase in consumer satisfaction • Bring about commercial viability in the power sector TIME FRAME 4 YEARS (TENTH PLAN PERIOD) • Expected outlay of Rs. 40,000 Crore as additional central plan assistance to State Governments during Tenth five year plan. • Rs. 20,000 Crore for strengthening & up gradation of sub-transmission and distribution networks under INVESTMENT COMPONENT. • Rs. 20,000 Crore grant to the states for reduction in the cash loss by the SEBs/Utilities under INCENTIVE COMPONENT.
APDRP (Contd..) • APDRP was necessitated due to the reason that the State Electricity Boards have accumulated huge financial losses and have accrued huge outstanding dues to CPSUs. • The cumulative losses of SEBs were Rs. 33,000 Crore in 2001-02, - about 1.5% of GDP. • Aggregate Technical & Commercial (AT&C) losses = 50-60%. • 80 percent losses in the distribution and entirely Commercial • One percent reduction in losses = Savings of Rs 700 – 800 Crore • Ten percent reduction in losses = Equivalent to 10,000 -12000 MW
INVESTMENT COMPONENT • Assistance to the states for strengthening and up gradation of sub-transmission and distribution network • Focus on Urban areas & High Density Networks where the maximum losses occur • Assistance is 50% of the project cost • Balance 50% of the project cost arranged by utilities as counterpart fund – PFC & REC assistance available • Special category states get 100% assistance (90% grant & 10%loan) • Projects sanctioned (Towns covered 467): July 2002: Rs. 4500.37 Crore Sept. 2002: Rs. 3983.90 Crore Nov. 2003: Rs. 5218.89 Crore May 2003: Rs. 1938.55 Crore Total: Rs. 15641.71 Crore

IMPROVEMENTS IN DISTRIBUTION SECTOR . • MOA/MOU Signed by all states except Manipur & Tripura • SERC constituted in all States except in Arunachal, Bihar, Jharkhand, J&K, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. • Tariff rationalisation started by states except Chattisgarh, Goa, Kerala & Uttaranchal in addition to above states . • Agriculture tariff introduced in all States including Punjab & Tamilnadu, • Separation of Subsidy: Directly to farmers @ Rs 1000 per farmer by Tamil Nadu • M. P. has restricted free agriculture supply to SC and ST BPL consumers only.
IMPROVEMENTS IN DISTRIBUTION SECTOR • Delhi, Haryana, Rajasthan, Uttar Pradesh, Uttaranchal, Madhya Pradesh, Andhra Pradesh, Karnataka & Orissa have unbundled/corporatised • Orissa and Delhi have privatised distribution • Micro privatisation – rural franchisee – Orissa, Andhra Pradesh, Karnataka • Village bodies taking over electricity distribution – Nagaland, Gujarat, Karnataka, Madhya Pradesh . • All States securitised outstanding dues of CPSUs except Arunachal, Delhi, Manipur, Mizoram, Tripura, .
IMPROVEMENTS Contd • 11 kV Feeder metering : 100% by 11 states and > 90% by 5 states • Consumer metering : 100% by 5 states and > 90% by 4 states • Andhra Pradesh, Karnataka, Madhya Pradesh, Uttar Pradesh, West Bengal, Gujarat and Maharashtra have enacted the anti theft legislation • Punjab, Bihar & Kerala have also taken step in this direction. • Provision has helped the states in reduction of theft in a big way & revenue collection has increased
Improvements - APDRP • The 11kV feeder metering level has increased from 65.3% in 2001 to 87.8%. • The consumer metering level has increased from 74.7% in 2001 to 84%. • All new connections are being released with meters. • Cash loss reduced by Gujarat, Maharashtra & Haryana in 2001-02. • Assam, M.P. Rajasthan, U.P. & West Bengal have also indicated reduction in cash loss. • Metering, billing & collection efficiencies have increased in most of the APDRP project areas. • Increase in revenue realisation per unit of energy supplied has been reported by most of the states.
General Issues - APDRP • Transfer of fund by State Govt. to SEB/Utility • Slow progress in implementation of sanctioned projects • Suggestion : performance guaranteed turnkey approach • Counterpart funding not tied up • Procurement of Quality Product. • Standard specifications have been provided by NTPC & POWERGRID • Quality plan for proper implementation • Completion of system metering and consumer metering • Energy accounting & auditing: Should start for metered feeders • Consumer Index linking • Introducing Reliability Index for all the State and District Headquarters
General Issues - APDRP • Special drives to convert unauthorised connections to authorised one • Preventive maintenance to reduce failure and outages in the distribution network • Adopting Best Practices • States are required to take administrative, technical and commercial measures to improve their performance • Benchmarks of Parameters already done. • Capacity building at JE and field level to be given attention • Assistance will be provided by Central level Institutions and also funding of Utilities’ efforts in Training
General Issues - Reforms • States not filing Annual Revenue Receipts with SERCs • Utilities have not filed tariff petitions • States to submit Action plan for turnaround by 2007 • Restructuring of Capital to reduce interest burden – State loans to SEBs • Action to be initiated under anti theft provisions of the Electricity Act 2003 and State legislations • Release of subsidies in cash by States to Utilities • Clearing of electricity dues of local bodies and state organizations • Implementing the provisions of the Electricity Act 2003
State Specific issues – Distribution reforms • Manipur and Tripura yet to sign MOAs • Bihar, Jharkhand, Jammu & Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, & Tripura need to set up SERCs • Chattisgarh, Goa, Kerala, Uttaranchal have not issued tariff orders • Arunachal, Manipur, Mizoram & Tripura yet to securitize CPSU outstandings • 11 kv feeder metering - Below 90 percent states Bihar, Chattisgarh, Jharkhand, Maharashtra, Orissa, Rajasthan, Arunachal, Manipur, Meghalaya, Mizoram, Nagaland & Sikkim • Consumer metering – below 75 percent states Chattisgarh, Jharkhand, M.P, U.P, Arunachal, J&K, Meghalaya, Mizoram, Nagaland & Sikkim.
State specific issues -APDRP • Jharkhand, Arunachal Pradesh & Tripura to initiate action for implementation of 2000-01 projects. • Slow progress (less than 50%) by Bihar, Maharashtra, Orissa, Punjab, West Bengal, Assam & J&K for 2000-01 projects. • Delay in tie up of counter part funding by Bihar, Chattisgarh, Goa, Jharkhand, M.P, Orissa & Rajasthan. • No action on projects sanctioned in 2002-03 by Arunachal Pradesh, Manipur, Tripura & West Bengal. • Slow implementation by Jharkhand, Kerala, Madhya Pradesh, Punjab, Himachal Pradesh & Uttar Pradesh.
