FTF Mission Statement The Fund the Fund coalition exists to pressure donors to mobilize additional resources to fully fund the Global Fund to Fight AIDS, TB and Malaria.
FTF Campaign Objectives • The Global Fund should raise sufficient money to meet already agreed targets for HIV/AIDS, TB and malaria, and should do so partly through specifying minimum contributions from various donors based on economic wealth. • Funds contributed to the Global Fund should be additional. • Increase the scale, number, and quality of proposals to the Global Fund with a view to increasing demand for Global Fund resources. One way for this to be done is for technical assistance to be provided to Global Fund applicants.
FTF Working Methods • There will be one stand-alone meeting (a General Assembly) per year. At this meeting, agreement will be reached on Campaign Objectives and an Action Plan. • There will be at least one other meeting per year, taking place alongside a pre-existing event, to work further on the Action Plan. • The Mission Statement, and the Campaign Objectives agreed at the FTF General Assembly, may be issued under the Fund The Fund label.
FTF Working Methods • At an international level, further letters and statements may be issued under the FTF label, but only if specifying the FTF members that endorse the statement. • At the national level, letters and statements may be issued under the "FTF-[country name]" label if agreed by a majority of the members in that country. • The FTF web site and listserv will be administered by AIDES, under the direction of an FTF working group.
Equitable Contributions • The Global Fund needs to receive $1.56 billion during 2004 and $3.58 billion during 2005. • The Global Fund's needs "should" be provided by the 37 "most comfortably off" countries, who should contribute in proportion to their GDP. • The 37 "most comfortably off" countries are defined as those forwhich: • The country had 2002 GDP of at least $5 billion. • And the country was in 2002 one of the 50 countries with the world's highest GDP per capita. • And the country was in 2002 one of the 50 countries with the world's highest Human Development Index (HDI).
