3. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant TENDERING • Preparation Works of the Development program financed by the Cohesion Found has been completed on 4th February 05. • Predictable Date of Completion was 31st December 07 for the entire Project • The total cost of 19.820 .000 Euro have been covered in 60% by the Cohesion Found, in 30 % by State Budget and in 10 % by the local Municipalities Fermentation towers

5. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant Implementation of the Project On 28th November 03 the Financing Memorandum of the Project has been signed by the European Comission On 11th February 04 the Financing Memorandum of the Project has been signed by the Republic of Hungary On 28th May 04 a Consortium Agreement has been signed by the Municipalities involved into the Development for the implementation of the Project. In this Agreement Szombathely County Town has been nominated as a Gestor. The agreement bonds the VASIVÍZ ZRt for cooperation on the course of implementation. The preparation of the Project has been completed on 4th February 05 by signing the Financing Memorandum made between Szombathely County Town and the Ministry of Environment and Water The first Service Contract of the Project has been signed on 22ndSeptember 05 to provide Expert’s Services by the Canor International Ltd. for the tasks of „Engineer”

6. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant On the 9th December 05 the winner of the Public Procurement Procedure for PR Services, namely the Medius Iroda signs the Service Contract with the Beneficiary On 9th March 06 the Contact for the Extension of the Sewage Collecting System in the west-town has been signed by the „Borostyánkő Konzorcium-2005” (Swietelsky Építő Kft. és a TEERAG-ASDAG AG Niederlassung Burg enland ). On 9th March 06 the TECHNOPLUS Környezetvédelmi Technológiai Fejlesztő Kft. contracts for Expert’s Services for the Project Implementation Unit working in the Mayor’s Office of Szombathely On the 22nd March 06 the winner of the relating Public Procurement Procedure, namely the TEERAG – SWIETELSKY Konzorcium (TEERAG-ASDAG AG Niederlassung Burgenland és Swietelsky Építő Kft) signs the Works Contract

7. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant On 11th May 06 the winner of the Public Procurement Procedure for Reconstruction and Upgrading of the Wastewater Treatment Plant namely the ALTERRA Építőipari Kft. signs the Works Contract

8. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant • On 16th June 06, with the contribution of Mr. Pál Kiss, the head of Institute of Development in Ministry of Environment and Water, furhermore dr. György Ipkovich Mayor of Szombathely the foundation-stone of the Sewage-sludge Composting Plant has solemnly been positioned on Szombathely • On 6th September 06 in the frame of Press Conference, András Róza, the area manager of the Contractor Alterra Ltd. working at the implementation of Sewage Treatment Plant, has informed the representatives of the local and national Media about the progress achieved in the Project • On 10th August 07 there was an Open Day at the Sewage Treatment Plant • At 9th October 07 the Parties have signed the Amendment No. 1 of the Contract for the Reconstruction and Upgrading Works of the WWT Plant The amended Date of Completion is 30th September 08. • On 31st March 08 the Contractor Alterra Ltd. has launched the 6 months long trial Operation of the facilities implemented in the frame of Project

11. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant Progress of Works 1st June 06-31st March 07 The net contracted value is 8.906.866,-EUR. Date of Site Delivery was 15th June 06. The Design and Works have been commenced according to the approved Time Schedule Reinforced concrete structure of the fermentation towers , the outer wall of stair-house, furhtermore the northern and southern walls of the head-exchange plant have been completed. Concrete structures of the sandtrap, screen-house and the new pump have been completed. The educational-house, the service engine-house, the boiler-room and the roof of the sludge-treatment engine house have been completed. A rough screen in the stone-trap building has been installed Formwork of walls at the Fermentation tower

12. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant 1st April 07 – 30 June 07 Construction of the structure and installation of technology in the fermentation towers have been completed. The achieved level of progress is about 80% in case of technological installation in sludge-treatment engine house, furthermore in case of screen and sand-trap the progress is about 90%. Reconstruction of the sludge-treatment engine house is in progress. Electrical installation of the new and the reconstructed facilities is in progress as well. Fermentation towers

13. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant 1st July 07 – 31st December 07 Facilities constructed : sewage pump shaft, sludge settling basins, equalising basin, fermentation facilities, heat-exchange engine-house, biogas-separator and dewatering shaft, gas-storage, gas-torch, gas-receiving and measuring shaft, pump of non-drinking water-supply, new screen and new sand-trap, pump for settled sludge, pump-house, main sewer and overpass, recirculation engine-house, sludge-treatment engine-house, furthermore, the rainwater storage in 70% of completion The new gas-storage

15. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant Installation of machinery : 95% of completion can be recorded in the following facilities: new screen and sand-trap, new sewage-pump, sludge-treatment engine-house, fermentation facilities and heat-exchange engine – house, biogas-separatos and gas-dewatering shaft. 80% of completion : stone-trap and existing sand-trap Electrical installation of the following facilities have been completed: sewage pump, sludge-settling basins, recirculation engine-house, equalising basin, pump for sludge-overflow, pump for the non-drinking water-supply. 96% completion : sludge-treatment engine-house. 95% completion: fermentation and heat-exchange engine-house, shaft of settled sludge-pump, central engine-house, stone-trap and existing sand-trap, new screen and sand-trap, biogas-separator and gas-dewatering shaft, gas storage,gas-torch, gas-receiving and measuring shaft. Regarding to Installation of control-technology, fermentation facilities and heat-exchange engine-house have been completed. 96 % of completion: new screen and sand-trap, new sewage pump, sludge – treatment engine-house, biogas-separator and gas-dewatering shaft, gas-storage, gas-torch, gas receiving and measuring shaft. 90% of completion: stone-trap and existing sand-trap, 85 % of completion: central engine-house, 20 % of completion: shaft for the pumps of settled sludge Conveyor lines inside the Plant: lines of gas-supply and iron-salt supply lines have been completed. 95% of completion: polluted air lines, furthermore non-drinking water-supply lines. 40% of completion: drinking water supply

16. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant 10th August 07 – In the frame of Open Day the Public had the opportunity to get a view into the modern technology of wastewater treatment and sludge treatment on a Site Visit and a chance to get convinced about the successful results achieved in the Project Open Day at the Sewage Treatment Plant

17. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant • The 6 months long Trial Operation launched at the end of March has been completed on 30th September 08. • The Project has been completed in time, meeting with requirements of the Amended Contract • Results achieved • On the course of extension and Upgrading the Sewage Treatment Plant facilities of mechanical pre-treatment and sewage treatment have been implemented • Conditions of operation has been established, on one hand satisfying both of Hungarian and EU legislation and on the other hand providing long-term feasible operation of sewage treatment and sludge-treatment technology • Elimination of odour-pollution of air in the neighborhood of the Plant is predictable.

18. 2003/HU/16/P/PE/021 – Szombathely Reconstruction and Upgrading works of the Sewage Treatment Plant On 14th October 08, in presence of Danuta Hübner, as the Comissioner responsible for Regional Policy of European Comission, GordonBajnai the Minister of National Development and Economy, furhermore, ImreSzabó, the Minister of Environment and Water, the solemn act of Taking Over has been made
