New Public Management Basic arguments: • public administration and affair are not efficient enough • public administrations should be organized as free market enterprise Strategic management • school strategy • school as a part of service industry Separates orderers and producers in organizations

Same phenomenon different justification • inclusion: • special schools are too expensive • Parents’ choice • equality • a school shouldn’t be too homogeneous • gifted children • special schools are needed • tests to find gifted children as early as possible • gift is a blessing • a school shouldn’t be too homogeneous

  11. Values direct us to choose • Previous four educational politics dimensions are based on Finnish research. • Do you recognize any of these four trends in your own organization? • Future does not just happen, it is a matter of value choices!
