What is the WISE program? • WISE – Workforce Instruction for Standards and Efficiency • Mission: Educate the homebuilding industry on solutions for meeting high-performance envelope requirements in California’s 2016 and 2019 Title 24 Energy Efficiency Standards. • Sponsored by the California Energy Commission (CEC) • Managed by ConSol and the California Homebuilding Foundation • Timeline 2016 to 2019 • Free classroom training, on-site instruction and reference materials
What’s New in 2019? • Big Changes: • Compliance Metric • TDV -> EDR • Efficiency Improvements • High Performance Walls and Attics • Quality Insulation Installation (QII) • Solar on every home • Storage credit
Energy Design Rating • Efficiency EDR + Renewables EDR = Total EDR
Efficiency Measures • High Performance Attics • CZs 4, 8-16 • R-38/R-19 High Performance Walls • CZs 1-5, 8-16 • U-factor 0.048 Quality Insulation Installation (QII)
Solar Ready - Mandatory 2016 Requirement: Minimum roof area available for solar, with smart thermostat and water efficiency exceptions. 2019 Requirement: Same exceptions, but only for single family residences which do not have a photovoltaic system installed.
Solar PV Prescriptive Requirement • Required for every home • Sized to offset kWh consumption of the home • Exceptions (can reduce size or eliminate PV altogether) • Shading • Two and three-story homes • CZ 15 • PV systems installed with a battery
Community Solar (and Storage) • Offsite solar to offset some or all of the individual PV requirement • Must have: • Inspection (by the enforcement agency) • Modeled energy benefits • Dedicated benefits (power goes to the home getting credit) • Durability (10 year warranty) • Additionality • Recordkeeping
Battery Storage Compliance Credit • Minimum size 5 kWh • Credit for the Renewable/Flexibility EDR • Provides flexibility for PV system size • Can reduce size 25% • Using the Performance Method, can oversize system by 1.6 times • 3 different levels of control with differing amounts of compliance credit • Grid Harmonization Credit (GHC)
