National Postsecondary Student Aid Study (NPSAS)Fall 2018 Updates: NPSAS:18-AC and NPSAS:20 Austin Caperton Manager, Institution Outreach and Relations Education and Workforce Development RTI International acaperton@rti.org 919-541-6333
Agenda • NPSAS background and context • NPSAS:18-AC • Overview • Data collection status • NPSAS:20 • What to expect • Exploring new ideas and approaches Creative Ideas from NASSGAPPERS…
National Center for Education Statistics (NCES) • Primary federal entity for collecting and analyzing data related to education in the U.S. • Housed within the U.S. Department of Education’s Institute of Education Sciences • Fulfills a Congressional mandate to collect, collate, analyze, and report complete statistics on the condition of American education; conduct and publish reports; and review and report on education activities internationally
NPSAS Overview National Postsecondary Student Aid Study • Nationally representative study • Produces comprehensive data set • Used by researchers, higher ed organizations, and the federal gov’t to inform public policy • Traditionally conducted every 3-4 years • Baseline for two longitudinal studies • Includes all types of students and institutions receiving Title IV funding
Broader ContextResearch Goals Across NCES Sample Studies To generate a nationally representative descriptive portrait of students in postsecondary education and to understand • How students and their families finance postsecondary education • Persistence and attainment • Student outcomes NOTE: NCES sample studies are distinct and separate from IPEDS
NCES Postsecondary Sample Surveys National Postsecondary Student Aid Study (NPSAS) The Cross-Sectional Foundation: Study of student financial aid and demographics Baccalaureate and Beyond Longitudinal Study (B&B) Study of workforce outcomes, family formation, graduate school, debt repayment The Longitudinal Complements: Beginning Postsecondary Students Longitudinal Study (BPS) Study of persistence and attainment

NPSAS Advantages • NPSAS is the only source of nationally representative financial aid data that can be used to examine many subgroups of interest • NPSAS includes demographic characteristics that allow for nuanced research questions • Ample sample size to address many research topics at a national level • Provides detailed data on financial aid programs, the price of college, net price, and related measures
NPSAS Limitations • Many policies change between NPSAS’s 4-year cycle • A time lag between the year the study is conducted and the release of data (NPSAS:16 data were released in early 2018) • NPSAS studies generally do not have state-representative data
Why NPSAS:18-AC? 2017-18 National Postsecondary Student Aid Study, Administrative Collection (NPSAS:18-AC) DESIGN GOALS: • Nationally representative and consistent with past NPSAS studies • State representative (including DC and PR) for undergraduates • Representative within states for undergraduates attending Public 2-year and Public 4-year institutions
Typical NPSAS Data Sources Student Interview Administrative Data Sources • Student records from postsecondary institutions • ED financial aid systems • FAFSA Central Processing System / Pell Grant recipient file / NSLDS • Other external data sources • National Student Clearinghouse / Testing companies / VBA
NPSAS:18-AC Data Sources Student Interview Administrative Data Sources • Student records from postsecondary institutions • ED financial aid systems • FAFSA Central Processing System / Pell Grant recipient file / NSLDS • Other external data sources • National Student Clearinghouse / Testing companies / VBA
NPSAS:18-AC Overview Administrative Data Only - No Student Interview - Institution student records - ED financial systems (FAFSA CPS, Pell, NSLDS) - External data sources (NSC, College Board, ACT, VBA) Larger sample sizes “Traditional” NPSAS ~ 2,000 Institutions ~120,000 Students NPSAS:18-AC ~ 3,000 Institutions ~ 400,000 Students
NPSAS:18-AC Benefits • Apples to Apples cross-state comparisons State-Level Data Analysis Flexibility More Frequent National Data • Representative within states for undergraduates at public 2-year and 4-year institutions • National estimates every 2 years instead of 4

N18 Challenges - THEORETICAL Institution Burden • Larger sample sizes = more student records • Shorter cycle between NPSAS studies Institution Participation is Critical!!! • Achieving state representation requires high levels of institution participation
N18 Challenges - ACTUAL Institution Burden • Larger sample sizes = more student records • Shorter cycle between NPSAS studies Institution Participation is Critical!!! • Achieving state representation requires high levels of institution participation ALL THE THEORETICAL CHALLENGES + Condensed Schedule • Compared to typical NPSAS Proximity to 2017 BPS collection • We expected this to provide continuity • 2017 collection was particularly challenging for institutions
Institution Data Collection Process NPSAS:18-AC SCHEDULE CA contact: Started in April 2018 (vs. prior Oct. for a traditional NPSAS) List Collection: April > November (extended from September) SR Collection: June > April 2019 (extended from January)
Boosting Participation Outreach Efforts • Cultivating and leveraging relationships with higher edassociations • Conferences • Features/articles on how data are used • Webinars • Proactive state outreach Other creative ideas?

Looking Forward NPSAS:20 • Recently awarded – currently in planning phase • “Traditional” NPSAS with Student Interview component • Nationally representative • OPTION for NCES to add state-representative overlay via comprehensive administrative collection

Possible “Super-NPSAS” “Super-NPSAS” Includes Student Interview ~150,000 Students + Additional Admin Collection ~250,000 Students = ~ 3,000 Institutions ~ 400,000 Students “Traditional” NPSAS Includes Student Interview ~ 2,000 Institutions ~ 120,000 Students NPSAS:18-AC No Student Interview Admin Data Only ~ 3,000 Institutions ~ 400,000 Students
NPSAS:20 Considerations NPSAS:20 Goals • Address declining response rates • Maximize utility of the data • Minimize institution burden NPSAS:20 Challenges • Timing, NPSAS:18-AC DC will have ended shortly before • Institution participation • Achieving state-representation if state overlay option is exercised (similar challenges to NPSAS:18-AC)
Rethinking Institution Data Collection for N20 Potential New Sources of Data • States / systems (ad hoc in the past) Important Considerations • Establishing data agreements is not simple • Timing – when would data providers stakeholders have data available to provide
Rethinking Institution Data Collection for N20 Collecting Data in New Formats / Structures • Institutions already report data to other groups • Collecting data in formats in which they already produce/provide it Important Considerations • Each institution is different • Could result in endless combinations • Not likely that all structures would get us the data we need
Institution Student Records What we currently ask for…
Exploring New Approaches Potential New Institution Data Collection Processes • Modularize student records instrument • Engaging multiple contacts at an institution—could distribute burden in more manageable chunks Important Considerations • Coordinating multiple contacts could be tricky • Ensuring response from all parties
Takeaways NPSAS:18-AC • Will have valuable benefits (state + more frequent national data) • Data collection has proved to be challenging • How can we boost participation as data collection concludes? NPSAS:20 • Lots of data analysis potential, esp. if state overlay option is exercised • RTI/NCES are exploring new approaches to institution data collection We welcome creative ideas to make these studies successful!
