Cambodia’s Challenge • Endemic country with confirmed cases of avian and human HPAI infection, including four human fatalities • Rapid support from FAO and WHO for technical planning, soliciting donor support and supervision • Response has been to focus on immediate animal and human health surveillance and control requirements with good results – no confirmed outbreaks since May 2005 • Now focusing on broader pandemic preparedness and longer term capacity strengthening requirements

Financing Gaps Challenge: Estimating Needs • Addressing aspects which require stronger coordination – integrated communications, pandemic preparedness • Uncertainty – how much to provision for larger scale outbreaks/pandemic risks? • Shifting thinking of technical planning staff from immediate needs to longer term capacity strengthening requirements

Financing Gaps Challenge: Confirming Funding Commitments • Multiple funding channels – existing programs, direct bilateral support, regional projects, funding through UN and other multilateral agencies, direct funding to NGOs • Funding of expenses and activities not yet reflected in the technical plans – TA, backstopping, longer term needs • Uncertainty regarding when funding will actually be available for expenditure on planned activities

Cambodia’s Response: Develop Program-Based Approach • Strengthen internal and Government/donor/NGO coordination mechanisms to improve information sharing and transparency • Develop monitoring and evaluation framework focused on results – not just inputs and outputs • Agree with donors that based on above, there will be flexibility in application of funding in response to changing situation
