Purpose of the meeting Explain the consultation proposals Provide background and context to the proposals A chance for the school community to ask questions and provide feedback
What are the proposals? Following discussions over the spring term, the view of LA officers & LDBS is that Raine’s School is not sustainable The LA is proposing the closure of Raine’sFoundation school with effect from 31 August 2020 The LA is proposing an expansion of Oaklands School to increase local parental choice A detailed consultation document has been produced (available online & hard copies tonight)
Summary 2013 - Ofsted Good, low number of, 63 first choice applications 2014 - LA begins support to school to try to increase pupil numbers; 65 first choice applications 2015- Ofsted Requires Improvementand identifies weakness in school governing body. 62 first choice applications. 2016 – Governing body resigned to avoid LA warning notice. New governing body constituted. 57 first choice applications 2017 - Ofsted Requires Improvement, 62 first choice applications 2018 – DfE agreed to removal of Governing Body and Interim Executive Board to govern the school, interim executive headteacher in place, 45 first choice applications Progress has been made and acknowledged by Ofsted 2019 – Oaklands becomes the support school, 29 first choice applications
Summary The proposals have been made in response to: • the declining and now low number of pupils who attend Raine’s • the existing and legacy deficit of £2.2m (by April 2020) and rising • the need to continue to provide high quality education for Raine’s pupils: and • the strong performance and capacity of Oaklands School
Exploring the Different Options to School Closure • Converting to academy status and joining a multi academy trust • Federation • Amalgamation with an existing Church of England School • Reducing the School size through its Planned Admission Number • Expanding the School
What factors have been considered? Maintaining the quality of education Capacity of local schools to support Raine’s The potential amount of time needed to re-establish pupil numbers to a reasonable level The financial implications for the LA The LA’s duty to provide sufficient school places
How will this affect Raine’s School? The school continues for academic year 19-20 No Y12 intake Current Y11 students will be offered a place at Oaklands Sixth Form Current Y9 and Y10, agreement re transition to Y10 and Y11 and planning for continuity for GCSEs Remaining pupils (Y8-11) will be offered a place at Oaklands or another school for September 2020 Raine’s staff are being briefed separately
Current Raine’s pupils by year group 2019-20 Yr 7 - can progress to yr 8 Yr 8 - can progress to yr 9 Yr 9 - can progress to yr 10 Yr 10 - can progress to yr 11 Yr 11- those offered a place at Raine’s have been offered a place at Oaklands or supported to apply elsewhere Yr 12 - can progress to yr 13 Parents approaching the LA to find an alternative school place are being supported
How will this affect Oaklands School? Places at Oaklands will be made available for any Raine’s pupils in years 7 to 11, should parents wish to take them up Proposal to expand Oaklands by up to 3 forms Significant modifications to existing buildings to improve facilities, with no loss of play space or recreational facilities A need to increase staffing at Oaklands and more professional development opportunities available
Next Steps Consultation runs until 24th July 2019 If plans proceed statutory notices will be published in November 2019 4 week consultation period A final decision will be made by Cabinet in the Spring term 2020
