Filca Cisl It brings together the employees of the following sector: • construction; • lumber trade; • Building materials (cement, cement hand-manufactured goods, brick, quarries, sand, marble, agglomerated marble It is the Italian Trade Union Federation representing workers of the construction business and alike
It conts 292.837 Affiliated workers (figures of 2008) It is present in al Italian provinces with it own indipendent bases It has more than 600 full-time union organisers It can rely upon more than 5000 representatives and activists who operate in factories and building-sites Filca Cisl It adheresCisl – Italian Trade Union Federation Which brings toghether all categories of workers and pensioners from the Industrial, trading, agricultural, civil service and craft sectors
The representative systemthe R.S.U. Unitary Representatives of Trades Unions They from an elective pluralistic and unitary union body which provides comprehensive representation They are elected by the workers in firms with more than 15 employees and they represent, whitin the firm, both the workers and the trade union

Forms for protection and representation The aimof the Filca is to improve and safeguard the quality of life of its members – and of all workers – form an economic and professional point of view focusing also on their health and safety Protection and representation are provided through the • Bargaining • Contract managament • Individual and collective assistance • Cosultation with the istitutions and the Call for Tender • Delivery of services by means of designed structures
Forms for protection and representation Protection and representation take place also through INFORMATIVE ACTIVITIES • Planning and management of trade union meeting • Presence in thousand of territorial bases • Publishing activity (informative pamphlets and newspaper) • Costant updating of the websites
R.L.S Workers Representative For Safety An employee of the company, responsible for the safety inside the company and the company’s sites He/she is elected within the R.S.U. – Unitary Representatives of the Trade Union R.L.S.T Workers Representatives for Territorial for Safety A figure – paid whit a small cost – to be paid by the companies They monitor the security of the employee and are present on the workplace. They refers to the companies and their advisers They operate at territorial level Representation and safety
Representative and joint committees They are endorsed by contracts • The National Contract: it fixes the basic rules of functioning • The Provincial Contracts: they implement their functions and agree on the administrative part Thei aim at the managing of the • Contract • Vocational training • Health and Safety in the workplace
Joint CommitteesStructure and organisation • Every commitee is present at a provincial level, it is autonomous and coordinated by a national commitee • It is controlled by a bilateral Boards of directors formed by: Workers Organisation They hold the vice-presidency Employers Organisation They hold the presidency Every decision, financial operation or administrative act must be approved and signed by both bodies
The Joint Committees The joint corporations are • Construction Funds • Construction Schools • C.P.T. ( Territorial Corporation Committees)
Joint committeesConstruction Funds • Allocate some salary benefits: annual leave, year-and-bonus, monthly salary, salary supplements in case of industrial injury or sick leave, old age construction pension • Organize some walfare servicies: scholarships and supplementary health cheques • Other service: injury and invalidity benefits, dependent relatives benefits etc. • Issue the D.U.R.C.: the Single Document of Contribution Regularity, which attests the regularity of companies’ contribution They are coordinated by the CNCE ( National Commision Construction Funds)
Joint committees Construction Schools • Direct and control the vocational training of both apprentices and more experienced personnel through the creation of: • They supervise the Health and Safety Training • Provide the training for newly employed people in the sector: 16 hours of training on the issues of security and professionalism • They operate by means of contractual and public funding (the latter issued by Regions and Provincies) • General training courses ( e.g. specilised worker, construction-sites engineers) • Specific training courses ( e.g. crane driver, carpenter) • Training course on specific techniques (e.g. venetian plaster, brick constructions, water enamels) They are coordinate at a national level by the FORMEDIL
Joint committees C.P.T. ( Territorial Joint Commitees) • Provide guidance to the companies on safety issues with the assistance of technicians and by visitin to the construction-sites • Offer advice on the correct implementation of the laws in force about safety • Provide, in collaboration with the Construction Scools, the training of the employers responsible for the security, the “security thechnicians” and the people responsible for accidents prevention in the companies They are coordinated by the CNCT (National Commision of the C.P.T )
Contractual System The National Contract • It is renewed every 4 years • It sets: • It fixes the subjects and modalities in which the provincial negotiation has to be developed • It supervises the activity and functioning of the Joint Committees: statutes, budgets, contributory limits. • The minimum wages • Job posting for the blue collars workers and white collars workers • The rights system: annual leave, preservation of the job position, bad weather redundancy funds, right to education, indemnity for unconfortable jobs and extra hours
Contractual SystemThe Provincial Contract • It is normally renewed every 4 years ( two years after the beginning of national contract) • It does: • Regulate the working hours • Fixs the second level salary on the base of certain criteria depending on the local productivity and on the performance of the sector • Fixs some indemnities for unconfortable jobs and jobs in tunnel • Fix modalities for being on secondament and travelling allowances • Define the canteen and trasport services • Define the modalities of management and contributions for the joint committees
Contractual SystemThe bargaining of the deposit • It is particular kind of bargaining which is done before getting going ”grand works” • It more or less regards: • The logistic of building-site • The respect of the health and safety laws • Working hours and shifts • Additional salary benefits
