  2. NEW VETS’ PERFORMANCE MEASURES/GOALS • Veteran Job Seeker Entered Employment Rate (VJSEER) • Veteran Job Seeker Employment Retention Rate at Six Months (VJSERR) • Veteran Job Seeker Entered Employment Rate Following Receipt of Staff Assisted Services (VERS) 2

  3. Categories of Veterans Measured • All Veterans and Eligible Persons; and • All Disabled Veterans.

  4. VJSEER Veterans/Disabled Veterans who in the first or second quarter following registration earned wages from a new or different employer... Divided by the number total Veterans/Disabled Veterans registered. 8

  5. VJSERR Veterans/Disabled Veterans who in the first or second quarter following registration, earned wages from a new or different employer and continued to earn wages in the third and fourth quarter... Divided by the number of Veterans/Disabled Veterans who entered employment. 8

  6. VERS • Veterans/Disabled Veterans who received staff-assisted services during the quarter of registration or in the first or second quarter who entered employment… • Divided by the total number of Veterans/Disabled Veterans who received staff-assisted services.

  7. VETS Performance Measures/Goals for Program Year 2002 • VJSEER Veterans/Eligible Persons - 62% Disabled Veterans - 60% • VJSERR Veterans/Eligible Persons - 77% Disabled Veterans - 75% • VERS Veterans/Eligible Persons - 59% Disabled Veterans - 57% 9

VETS Performance Measures/Goals Reporting • FETPIP and OSMIS will report VJSEER, VJSERR and VERS data on the State, Regional Workforce Board, One-Stop, County, Section/Unit and Case Manager (DVOP/LVER) levels. • Initial VJSEER and VERS data will be reported in August 2003; VJSERR data will be reported in November 2003. 13

  10. VETS Performance Measures based on historical data VETSPerformance Measures/Goals based on benchmark data from PY 99 and PY 2000. Will re-evaluate and adjust percentages at the end of PY 2002.

  12. Pilot State Florida was one of 10 States to pilot newVETSPerformance Measures/Goals in early 2002.

  13. The Jobs for Veterans Act (H.R. 4015) Performance Incentives • Under H.R. 4015, performance incentives will be awarded to States, RWBs/One-Stop Career Centers, DVOP/LVER staff and one-stop associates for exemplary Veterans’ Entered Employment Rates. • Under H.R. 4015, Title 38, Chapter 41, “Placement” will be replaced with “Entered Employment.” 14
