Lessons Learned • Technical Aspects Can be Challenging • Technical Aspects Easy Compared to Political • Plan on Spending a Lot of Time in Sacramento and San Francisco • Lots of Technical Talent Available / Not to Worry • Better to Have Partnerships with Local IOU Rather than Adversarial Relationship • Local Control Works Well for the CCAs • Need Cash Reserves/Line of Credit to Smooth Out Ups/Downs 6
