  7. 2. LEGISLATIVE ALIGNMENT – THE CURRENT LEGAL FRAMEWORK F0R PP IN CROATIA • DECREE ON ESTABLISHING THE PUBLIC PROCUREMENT OFFICE, DATED NOVEMBER 2003 • THE LAW ON THE STATE COMMISSION FOR THE CONTROL OF PUBLIC PROCUREMENT PROCEDURE, DATED JULY 2003

  9. 2.3. DRAFT AMANDMENTS ENVISAGED TO BE ADOPTED AT FIRST PLACE 3. INTRODUCTION OF NEW WAYS AND FORMS OF PROCUREMENT (E-AUCTIONS, E-PROCUREMENT, FRAMEWORK AGREEMENT, RESERVED CONTRACT, ELIGIBILITY LISTS, CONCESSIONS WITH BUILDING) 4. NATIONAL LEGISLATION UNDER THE EU VALUE THRESHOLD

  11. 3.ADMINISTRATIVE CAPACITY - BUILDING LPP PROVIDES FOR THE ESTABLISHMENT OF TWO NEW INSTITUTIONS: AN INDEPENDENT PPO CHARGED WITH “ IMPLEMENTATION, SUPERVISION AND APPLICATION” OF THE LAW AND A STATE COMMISSION FOR THE CONTROL OF PP PROCEDURES, RESPOSIBLE FOR THE ADMINISTRATIVE REVIEW OF APPEALS.

  12. LEGAL INSTITUTIONALFRAMEWORK • DECREE ON ESTABLISHING THE PUBLIC PROCUREMENT OFFICE, DATED NOVEMBER 2003 • THE LAW ON THE STATE COMMISSION FOR THE CONTROL OF PUBLIC PROCUREMENT PROCEDURE, DATED JULY 2003

PUBLIC PROCUREMENT OFFICE ⏓ PPO HAS A STAFF OF 13 OF WHOM 9 ARE PROFESSIONALIST AND NEW EMPLOEES OF 7 NEW MEMBERSHIPS ⏓ PLAN IS TO REORGANISATION OF THE OFFICE BY ACTIVITIES: INTERNATIONAL RELATIONS, SYSTEM DEVELOPMENT AND SUPERVISION ( CONTROL) ⏓ STAFF WILL BE FOCUSING ON DEVELOPING GOOD PROCUREMENT PRACTICE AMONG THE CINTRACTING AUTHORITIES ⏓ TRAINING COURSES IN PROCUREMENT FOR PUBLIC OFFICIALS

STRATEGY OF THE OFFICE UNTIL 2007 AND PERSPECTIVES OF COLLABORATIONWITH EC IN THE FUTURE IN: • FULL LEGISLATIVE HARMONISATION OF THE PUBLIC PROCUREMENT SYSTEM WITH THE EU ACQUIS AND DIRECTIVES • PROFESSIONAL SUPPORT FOR THE PURPOSE OF STRENGTHENING LEGISLATIVE, INSTITUTIONAL AND METHODOLOGICAL FRAMEWORKS OF THE PUBLIC PROCUREMENT SYSTEM IN THE REPUBLIC OF CROATIA

STRATEGY OF THE OFFICE UNTIL 2007 AND PERSPECTIVES OF COLLABORATION WITH EC IN THE FUTURE IN: • HELP IN STRENGTHENING PROFESSIONAL SKILLS AND COMPETENCES OF THE STAFF (WORKSHOP, SEMINAR,STUDY VISIT TO THE EU MEMBER STATE) • INCREASING THE LEVEL OF PUBLIC AWARENESS CONCERNING THE NEW PUBLIC PROCUREMENT SYSTEM

  16. 5.CONCLUSIONPUBLIC PROCUREMENT SYSTEM DEVELOPMENT – PRIORITIES OF THE OFFICE • HARMONISATION OF THE PUBLIC PROCUREMENT LAW WITH ACQUIS OF THE EU • TRAINING OF PPO STAFF AND EXPERT PROCUREMENT STAFF • REORGANISATION OF THE OFFICE BY ACTIVITIES: INTERNATIONAL RELATIONS, SYSTEM DEVELOPMENT AND SUPERVISION ( CONTROL)

PUBLIC PROCUREMENT SYSTEM DEVELOPMENT – WITH THE HELP OF INTERNATIONAL INSTITUTIONS AND EU MEMBER STATES CARDS 2002 – “STRENGTHENING THE CROATIAN PUBLIC PROCUREMENT SYSTEM” – PROJECT COMMENCEMENT IN FEBRUARY 2005. PROJECT’S OBJECTIVES: 1. STRENGTHENING LEGAL, INSTITUTIONAL AND ADMINISTRATIVE FRAMEWORKS OF THE CROATIAN PUBLIC PROCUREMENT SYSTEM 2. STRENGTHENING PROFESSIONAL SKILLS AND KNOWLEDGE OF OFFICE’S STAFF AND OTHER PARTIES OBLIGED TO APPLY PUBLIC PROCUREMENT AND POTENTIAL BIDDERS 3. PROMOTION OF THE PUBLIC PROCUREMENT SYSTEM
