Cabinet approved the review of Access and Inclusion Services on 4th April. Detailed plans for the review were considered by DMT on 23rd May. It was agreed that work on detailed proposals for service structures could not be completed before the summer holidays. Cabinet approved an extension. Letters were sent to all staff on 26th May and 11th July via managers to inform them of these changes. Further changes were agreed by DMT in August, extending the process further. DMT: endorsed the principle of local area working in multi-agency teams as a key development; acknowledged that much could be done towards this without structural change; agreed that the review process needed more time to consider the complex issues involved carefully with staff and others; also, that the review needed to adopt a multi-agency perspective; the Common Assessment Framework and Lead Professional processes needed to be integrated with service models; Cabinet approved these changes on 3rd October 2006 Priority areas for development work are: Education of LAC; Attendance; Behaviour (Exclusions, Area Placement and Support Panels); SEN (Strategy, 5 area special schools and related targeted services, monitoring provision in schools, place and role of units); Safeguarding in a Children and Young People’s Service A small programme team of CYPS officers and headteachers led by Frances Craven will lead and co-ordinate this work. Consultation meetings and discussions around this broader and longer term work will take place around the county during the autumn term, in the form of 10 multi-agency workshops. Papers relating to the review are available on the Every Child Matters Section of the County Council website. To reflect these changes, the title will change from “Access and Inclusion Services Review” to “Access to Targeted Services for Children and Young People with Additional Needs” Review Summary: October 06
