11. Risk and Need Assessment in Proposed Supervision Rule “The term risk and need assessment means the use of a state approved, validated actuarial instrument and recommended protocol to screen and assess the probationer’s risk of recidivism.”

Risk and Need Assessment in Proposed Supervision Rule Cont. • Must be Completed Within 30 Business Days of Initial Interview (If Not Already Completed at PSI Stage), • Develop a Case Plan Using Evidence Based Practices, • Determine Risk Level, • In-Person Weekly Contact Until Assessment Completed and Risk Level Determined.

13. Risk and Need Assessment in Proposed Supervision Rule Cont. • Encourages Departments to Allocate Resources Based on Risk Level • Greatest Risk • High Risk • Medium Risk • Low Risk

14. Benefits of Completing Assessment at PSI Stage • Informs Recommendations to Court including Alternate Sentencing Options, • Identifies Areas of Risk and Need appropriate for Monitoring and Intervention, • Minimize Recommended Conditions on Lowest Risk Cases.

15. Periodic Reassessments-Case Reviews (Adult Cases) • To be completed every six months for active criminal court and family court adult supervision cases, • To be completed every 12 months for administrative cases (probationers who are otherwise unavailable for active supervision).

17. Periodic Reassessment-Case Reviews cont. • Significant increases in number of COMPAS Case Reviews completed in 2012 as compared to 2011. • However, eight counties recorded few or no Case Reviews/Reclassifications completed during the 2nd quarter of 2012.

Additional Assessments • Currently available to New York Probation Users Via COMPAS Suite: • TCU Drug Screening II (State Directors Memorandum 2011-22) • Stable 2007 (State Directors Memorandum 2012-8) • Acute 2007 (State Directors Memorandum 2012-8) • Other Assessments may be made available upon DCJS/OPCA Approval. • JSOAP-II likely to be enabled in COMPAS 8

20. COMPAS 7 to COMPAS 8 • New York will be transitioning from COMPAS version 7 to version 8 in the coming months. • Minor changes to appearance and features. • Training plan for transition to COMPAS 8 will be announced in the near future. • DOCCS will use COMPAS system wide

COMPASPre-Trial Release Scale Set • COMPAS 8 will include a revised Pre-Trial Release Scale Set • Developed by Northpointe based on continued research, and consultation with DCJS research and program personnel, • Comprised of 14 questions, • Predictive ability of this new scale will need to be evaluated in New York.
