COMSEC, in Coordination with Local Governments, Issues Implementation Regulations for amended Law 21 • Regulations should provide clear instructions on who is responsible for what in the implementation of amended Law 21 • Local governments and the federal government must have a common understanding of the regulations to assure consistency in implementation
