HCCG documents in writing the Roles and Responsibilities of the Federal and Local Governments to implement article 45 at the Governorate level 4. COMSEC and Local Governments jointly develop and issue regulations for the amended Law 21
1. Convene the High Commission for Coordination between the Governorates (Article 45) • Use the current HCCP regular meetings to ask the Prime Minister to convene the expanded HCCG for implementation of article 45 • ASAP!
2.The High Commission Should Instruct Governorates to Create a Task Force • Co-chaired by PC Chair and Governor with the 8 mentioned departments (DG or Directorate) • Each Task Force will develop a SOW and the Intergovernmental Coordination Implementation Action Plan for amended Law 21
3. Clarify in writing the Roles and Responsibilities of the Federal and Local Governments to Implement Article 45 at the Governorate Level • HCCG discusses issues and anticipated results to clarify roles & responsibilities • SMOPA’s written report from the HCCG meetings guides the transfer of roles and responsibilities for the 8 ministries • Draft report is forwarded to COMSEC for PM review and approval
4. COMSEC, in Coordination with Local Governments, Issues Implementation Regulations for amended Law 21 • Regulations should provide clear instructions on who is responsible for what in the implementation of amended Law 21 • Local governments and the federal government must have a common understanding of the regulations to assure consistency in implementation
4. COMSEC, in Coordination with Local Governments, Issues Implementation Regulations for amended Law 21 (continued) • COMSEC issues, publishes and distributes regulations to DGs and directorates • Provincial ministry representatives and local government officials must comply with the regulations
Action Items for Local Government • Establish a Governorate Task Force with the Governor, Governorate Council Chair, 8 Department Heads, and Representatives of the Social and Private Sectors to: • Produce a written work plan and implementation strategy • Create databases defining the authorities, personnel, and budget for the 8 mentioned ministries

In coordination with the HCCG, these Task Forces identify a management structure for the 8 ministries (Taqadum’s Organizational Self-assessment and Transformation Program) • Roles and responsibilities • Chain of command • Cross-ministry coordination

Governors and Governorate Council Chairmen are encouraged to exchange experiences, ideas and best practices through regular meetings • Governors meet with Governors • PC Chairs meet with PC Chairs • Governors and PC Chairs hold regular joint meetings
Seek International Support for the Implementation of amended Law 21 Proposed Options: • Continue Taqadum’s support • Create an Iraqi agency for support services • Establish a National Training Center for Local Government
