CICAD • Established by the OAS General Assembly in 1986 based upon the recommendation made in the Inter-American Program Action of Rio de Janeiro. • The government of each of the 34 OAS member states assigns a high-ranking representative to the Commission. • The Commission meets twice yearly in the CICAD meetings – upcoming 36th regular session in December. • CICAD Executive Secretariat is housed in OAS headquarters. CICAD Multilateral Evaluation Mechanism (MEM) • Evaluate drug situation and anti-drug programs of each member state (reports on a two-year cycle) • Hemispheric evaluation • Follows the progress of individual or collective efforts of participating member states, indicating results obtained as well as obstacles confronting each. CICAD – Expert Group on Demand Reduction Created by CICAD mandate in 1997: (1) research programs and models (2) prevention and education (3) treatment and rehabilitation 1998 – Mexico – Minimum Standards 2000 – Chile – Emerging drugs (synthetics) and heroin threat and community-based drug abuse prevention programs 2001 – Jamaica – Standards of Care All past documents available on the CICAD website – best point for interchange with Spanish-speaking member states regarding specialized demand reduction issues. CICAD Demand Reduction Brief history of involvement in the Caribbean • Caribbean Regional Certificate programme in Addictions Studies (UWI Certificate in Addictions Studies) • Eight UWI centers: Barbados, Bahamas, BVI, Grenada, Jamaica, St. Kitts and Nevis, St. Vincent and the Grenadines, Trinidad and Tobago • Project received outstanding evaluations • But UNDCP funding ended in 1999; in 2000 CICAD and CAMH (formerly ARF) used balance plus CICAD funds to develop curriculum packages and training videos on counselling skills, pharmacology and drug abuse, prevention programming theories, models and techniques, and addictions interventions (to be made available in early 2001) • Continued its support in 2000 • 2002 with Caricom and Caridin to improve DR programming and execution Effective Substance Abuse Programming for Offenders Nov. 22-24, 2004 St. Lucia

Standards of Care in Drug Treatment • OBJECTIVOS: • Began in 1998 : CICAD and PAHO agreed to provide technical and financial assistance on the national level • Designed to help governments develop a consensus in the national health care community around the desirability of establishing minimum standards of care, and then to implement practices and guidelines. A long-term objective, recommended by the Expert Group (March 1998) is to develop systems of accreditation for tx providers • PAHO has provided expertise and support • 1998-1999: Ecuador, Panama, Peru, Uruguay • 2001 – English version of manual used as ref. with Experts in Jamaica • Barbados • How would/wouldn’t this cover prisoners?
