  2. State of Libraries as Information Sources • Less popular due to low government support most especially in the government sector: • Poor Infrastructure • Poor Collection • Lack of Professional Librarians • or no Libraries at all • The alternative is: • the rise of other media outlets

Where the government has failed? • RA 7743 • which provides for the establishment of "public libraries in every congressional district, city and municipality, and reading centers in every Barangay throughout the Philippines.“ • Question: • Is the government successful in establishing libraries in Mindanao?
