Aiming High for Disabled Children:Short Breaks Definition ‘opportunities for disabled children and young people to spend time away from their primary carers. These include day, evening, overnight or weekend activities and take place in the child’s own home, the home of an approved carer, or a residential or community setting.’ DCSF/ DoH
Aiming High for Disabled Children:Eligibility Criteria ‘use fair, understandable and transparent eligibility criteria that enable short breaks to be used as a preventative service and which do not restrict provision to those threatened by family breakdown or other points of crisis’ AHDC Implementation Guidance
Aiming High for Disabled Children:Specific Groups Children with Autistic Spectrum Disorders Children and young people with complex health needs, including children who are technology dependent and those requiring palliative care Children and young people up to 18 with moving and handling needs Children and young people with challenging behaviour as a result of their impairment Severely disabled young people aged 14+

Summary A large and varied population of children with complex needs Difficult to estimate numbers More boys than girls Majority aged 12-18 Uneven distribution of need A range of existing services but potential gaps to be filled Opportunities for developing services through partnership working and joint commissioning

Aiming High for Disabled Children:What parents have told us Access to services without social care assessment Overnight breaks not always what is wanted although important to provide for those most in need More day care, playschemes, out of school clubs and leisure activities Increased local provision – avoiding long journeys for both children and parents More services for young people aged 13+ and support to help develop independence skills More information about Direct Payments
Short Breaks CommissioningIntentions 2009-2011 Equality of access to high quality services, centred on children & families Developmental approach - building on good practice in Surrey and elsewhere Address service pressures and waiting lists Take into account transport issues for families Include views of parents, carers, children & young people Commissioning intentions will be reviewed during 2009 - targeted commissioning for 2010-11
Evaluation criteria The following are mandatory criteria, all of the below points must be met for a bid to be considered: Ofsted/CSCI Registration Adequate insurance levels as outlined in the terms and conditions Safeguarding policy and procedures Demonstrate consultation with stakeholders Aiming High Criteria Group of disabled children – eligibility criteria Robust organisation. Eg. Reg Charity Financial Stability
Evaluation criteria Decisions on funding recommendations will be made in the following way: Aiming High Steering Group Panel of Parents SCC Children’s Services Management Team Additional SCC/PCT approval Potential providers will be notified by the end of March 2009.
