Conclusions • Youth in Minnesota’s correctional facilities experience higher rates of personal trauma, family drug and alcohol use and mental health issues than do youth in mainstream schools. • Juvenile justice has been the primary referral for youth with mental illness • Correctional facilities are de facto mental health and special education providers
