Electricity Access for All • Light for All Program (Nationalwide) - LPT • Public policy for social inclusion via electricity • Governance in 3 levels: federal, province and municipality • Choice of projects and implemention locally decided • LPT – 1st Phase – 2003 to 2011: 14 million people • US$ 11 billion, coming from Sector Fund • Grid extension: 99% • LPT – 2nd Phase – 2011 to 2014: 3.3 million people • US$ 3 billion, coming from Sector Fund • Micro-grids; local energy sources: 30% • Low-incoming consumers (30 – 150 kWh/month) • Scaling up subsidies • Cost: US$ 1.2 billion/year – Sector Fund
