2. Social Justice • Social Justice is about giving individuals and families facing multiple disadvantages the support that they need to turn their lives around. • The Government published its Social Justice strategy in March 2012. • Social Justice focuses on; • Prevention and early intervention. • Concentrating interventions on recovery and independence - not maintenance. • Promoting work as the most sustainable route out of poverty - while offering unconditional support for those who are severely disabled and cannot work. • Recognising that the most effective solutions will often be designed and delivered locally. • Ensuring that interventions provide a fair deal for the taxpayer.

4. Social Justice - working in and with the Community.. • Social Inclusion / Partnership Managers & Social Justice Ambassadors lead on the SJ agenda. • There are specialist roles that support disadvantaged group’s e.g. • Drugs and Alcohol Champion and Lead Drugs and Alcohol adviser • Disability Employment Advisers • Lone Parent Advisers • Offender leads / advisers • Employment Benefit advisers (prison) • Homeless Advisers • Community Engagement advisers (Gangs) • Outreach advisers • Outreach adviser seconded to Troubled Families team • Outreach with 18-24 Probation Hub • Specialist Adviser 18-24 year olds in Deprived Wards • Domestic Violence and all other vulnerable customers • Mental Health and Care advisers • Use of Flexible Support Fund

5. SJ working in the communities.. • Community Engagement (Gangs) -we have dedicated Community Engagement (gangs) advisers in the 20 boroughs identified by the Home Office's Ending Gang and Youth Violence Report who receive referrals from LAs, Voluntary organisations & the Met. • Community Engagement (Margate Task Force) is a multi-agency challenge which involves JCP, Police, Fire Service, LA, Housing Environmental Officers, NHS, Voluntary Groups, Boarder Agency, Probation, NCS all locate din a central hub operating a 2-week engagement (on a street by street basis). • Beds & Herts outreach / Employment & Benefit Advisers are co-located at all Probation sites, working along side the other offender providers contracted by NOMS/Probation. They hold case conferences with other providers to agree joint funding to help offenders back into work. • FSF supports the Volunteer Centre in Kensington & Chelsea to engage with 70 ex-offenders - offering 1-1 engagement, Skills training and advice. • We have Prison Advisers (EBAs) located in all Prisons • We have specialised outreach Homeless advisers located within local communities

Troubled Families • The Troubled Families programme launched Dec 2011 is led by the Department for Communities and Local Government at national level with DWP, DfE, MOJ and DH • £448m payment by results scheme over three years • At local level, the programme is Local Authority-led and builds on existing partnership working arrangements with local agencies and organisations to deliver genuinely transformational family-centred support for particularly ‘chaotic’ families • Addressing need and building resilience of families in need are the key aims of the programme • Reduction in crime and anti-social behaviour • Children back in school • Parents back in work or progress to work • Improved mental and physical health • Big cuts in costs for the state and big benefits to families

7. Troubled Families Programme • Local Authorities have turned around the lives of 1,675 troubled families after just nine months of the programme. In those families, children are now regularly in school and not committing crime, or adults are in work. • A new network of 150 specialist Troubled Families Managers and advisers from Jobcentre Plus will be helping LAs with the Trouble Families Programme. • The 25 largest LAs already have people seconded to their teams • The remainder will be in place by the end of May (possible slip due to UC) • Any LA with less than 545 Troubled Families will receive support via the JCP Partnership Manager.

ESF Families with Multiple Problems • Is a key payment by results delivery mechanism within the TF Programme • It was launched in Dec-11 to provide tailored and flexible support for multi-generational workless families, with multiple problems to move closer to the labour market • Family members must be aged 16+ - one member must be in receipt of a DWP benefit and this family member passports the other eligible family members • LA’s are prime identifiers of suitable families • In Aug-12, a secondary referral route enabled providers to self-market • Providers are paid on achievement of a range of agreed measures, including moving people into work for 26-weeks (JSA) and 13 weeks for other benefits

TF working in the communities.. • FRP: Wandsworth • An innovative multi-agency service involving a wide range of statutory and voluntary sector agencies i.e. the Police, health services and Jobcentre Plus - working intensively alongside a small number of complex families focussing on treating the root causes of social breakdown rather than only dealing with its symptoms. • Family Resilience Service: Croydon • JCP staff seconded to work alongside FRS, and is responsible for working specifically with families who may be affected by a large range of issues including offending behaviour, anti social behaviour, physical and mental health issues, substance misuse, educational issues, domestic violence and housing issues. • Troubled Families Team: Barnet • JCP adviser seconded to work with the Troubled Families Team based with the local authority at North London Business Park and conducting outreach work at various sites within Barnet Borough - working with families with multiple disadvantages, securing employment for single parent families. • Families Solutions Team: Essex • 14 JCP Advisers have been identified to work with Family Solutions Teams in Essex to provide additional support and help to those Families who want to turn their lives around.
