Master Site Plan Application Purpose:ToProvide a cost effective optional review process to applicants for all moderate and major residential, non-residential and mixed-use developments. Review Level Benefit: • Applicant – Obtains formal application Development Order without incurring significant engineering design prior to proceeding with final plat and technical site plan application and approval. • Staff – Review and provide recommendation of the basic development concept to the PLDRB and City Council, as may be required. • Planning and Land Development Review Board - Review and provide recommendation of approval/denial to City Council as may be required. • City Council – Review/Final approval/denial authority (Major/Tier 3 applications).
Master Site Plan: Review Parameters Basic Development Concept Review Criteria A. Logic of Design- arrangement of buildings, open space, parking, ingress/egress, circulation and connectivity (vehicular/pedestrian/bicycle). B. Internal consistency C. Impact on neighboring sites • Internal vehicular and pedestrian connectivity • Consolidation of utilities and facilities, including stormwater, parking, signage, etc. • Public benefit derived from the project
