Stage 1 Establish / strengthen M&E committee • Subcommittee under AIDS Commission or AIDS Council with representatives from (preferably M&E practitioners): • AIDS Commission (chair) • Sectoral ministries (Health (2), Education, Agriculture and others) • Leading AIDS NGOs • Academia (epidemiology, social sciences, communication) • Bilateral donors / international organizations • People living with HIV/AIDS • Ensure resources for AIDS M&E Committee
Stage 2 M&E Situation Analysis Objectives and Contents • Objectives: • To identify existing M&E practices, indicators, and data sources for HIV/AIDS in each sector • To identify gaps where indicators will need to be developed and data sources identified for the M&E plan of the national AIDS program • To assess M&E capacity and needs for capacity development • Includes: • multiple sectors, donors, NGOs and private sector; • dissemination as M&E practice • assessment of different levels (community, district, regional, national)
Stage 2 M&E Situation AnalysisMethods • Desk review: essential government and non-government documents • Interviews with stakeholders in government (various sectors), private organizations, NGOs, international organizations and agencies (guidelines for interviews to systematically obtain information on M&E practices and indicators) • Interviews with stakeholders at regional and district levels and with community organizations
Stage 3 Develop M&E planFramework, Indicators, Data Collection • Draft M&E system with framework, indicators and data collection methods, linked to the national strategic plan (e.g. with help of consultants for NAC); also include dissemination and data use plan • Broad stakeholder workshop to review draft (2 days) • Finalize M&E plan based on workshop inputs and obtain approval for final draft • Publish and disseminate, including decision-makers
Stage 4 Develop Capacity for Implementation of M&E Plan • Develop strategy to build and maintain capacity in M&E at national and subnational levels, and in multiple sectors • Develop forms and guidelines for M&E at different levels: operational manual based on M&E plan • Establish ties with national and international expertise in M&E to support implementation of M&E plan • Training of staff at different levels
Stage 5 Mechanisms for Management and Quality Control of M&E Activities • Develop data base for national and subnational indicators and report generation • Carry out regular assessments of quality of M&E reporting at district (and regional) level and sectors (bi-annual system, each year half of the districts) • Carry out regular assessments of quality of program monitoring • Establish feebdack mechanisms!
