Lesson Goals: • Describe the Articles of Confederation • Explain why some people thought the government under the Articles wasn’t strong enough • Identify and evaluate positions on the strengths and weaknesses of the Articles of Confederation, the significance of the Northwest Ordinance, and Americans’ mistrust of a strong national government

Why and how were the Articles of Confederation created? • Americans began to form their own state governments around 1776 • Many felt that there should also be a national government • That government should • Manage relationships between the states • Resolve border disputes • Conduct relations with other nations • The initial proposal for the Articles of Confederation came in June, 1776

  4. Fear of a strong central government Their experiences with Britain made Americans wary of a strong central government They believed a central government was necessary, but feared one that could deprive people of their rights Therefore, a WEAK central government was purposely created Looking at pages 60 and 61, identify 3 built-in weakness of the national government Fear that some states would dominate others in a central government How would population be factored in to representation? How would it be determined how much money each state owed to cover the debt incurred by the Revolution? Who would control the western territories? Looking at page 61, tell how these questions were answered What problems did the Articles of Confederation address?

What were the achievements of the national government under the Articles of Confederation? • Fought the Revolutionary War • Got America recognized as an independent nation by other countries • Created early forms of executive departments and federal courts • Northwest Ordinance of 1787: • Defined the NW territory and created a plan for its government • Identified the process by which a territory would become a state • Banned slavery in the territory • Set aside lands in the territory that would be sold to fund schools

Congress had no power to tax Congress could make foreign treaties, but couldn’t force states to honor them Congress couldn’t regulate trade between the states Congress couldn’t make laws that regulated the behavior of citizens What were the weaknesses of the Articles of Confederation? (pp. 63-64)

What attempts were made to solve the problems of the Articles of Confederation? • Change in the Articles was difficult to achieve because amendments required approval of 100 % of the states • 1780- MA holds its own constitutional convention • 1786- Meeting held in Annapolis, MD: 5 states show up • 1787: Convention held in Philadelphia to AMEND the Articles of Convention
