  1. Barry Metzger Rule of Law Initiative A program to honor and to build upon Barry Metzger’s contributions to promote the rule of law in the developing world

Trust but verify -Barry Metzger 2012 As a founder and board member of PTF from 2000 until his untimely death in 2012, Barry Metzger championed citizen action to promote a legal framework to support honest, transparent and accountable government. Barry saw the rule of law as the foundation of a just society. PTF has supported a range of projects to promote the rule of law – now, in Barry’s name – PTF plans to expand its operations in this key area.

  3. Objectives: Promote the rule of law in developing countries through citizen-led action to make governments transparent, accountable and free of corruption. Improve the lives of the poorest citizens – those most affected by corruption and poor governance. Promote systems of justice that respect individual rights, equality, fairness, individual dignity, and respect for all before the law.

Approach The Barry Metzger Initiative will move ahead along the proven lines of mainstream PTF projects: Grant Making – funds to Civil Society Organizations to support on the ground efforts Knowledge Sharing – Practitioners and experts sharing lessons learned, building the capacity of civil society Capacity Development – PTF’s senior volunteer advisers strengthening citizen groups

PTF & Rule of Law Projects The Initiative will build on PTF’s previous work – for example: India – assisting 80,000 poor families to use the law to obtain food rations, work permits and health services which they had been denied (picture). Uganda - monitoring the Anti-Corruption Court. Bolivia and Rwanda – monitoring the selection of judges.

  6. Launch Each year, PTF will invite civil society organizations to submit proposals for activities to address a specific issue related to the rule of law. The Metzger Rule of Law Initiative will has received a generous founding gift of $50,000 from Richard and Dee Lawrence, longtime friends of Barry. The Initiative will be formally launched in April 2013 at the Annual Meeting of the Asian Development Bank, where Barry served as General Counsel.

  7. Supporting this Initiative Highlighting results at a PTF African project PTF will campaign to raise funds from foundations, corporations and individuals to support the Barry Metzger Rule of Law Initiative. This campaign will strengthen public awareness of Barry’s work and his belief in anchoring programs solidly on the rule of law.
