Budget for this refused by liberal dominated Landtag. • Army training 2-3 years full time for all men. • 3-4 years training in reserves • Landwehr (part-timesoldiers) to be abolished • 49 more regiments • 9million thalers (£1.5mill) per year to pay for changes • New weapons to be intro’d • Army strength increased from 230,000 to 450,000.

  2. Question 14Otto von Bismarck • (born 1815 - died1898) was a PrussianGermanstatesman and aristocrat . • King Wilhelm 1 appoints him as Minister President of Prussia because he promised to help Wilhelm reorganise the Prussian army whatever the Prussian Lantag wanted. See McK p47

Question 15Bismarck’s ‘Iron and Blood’ speech • Page 48 McK • 1. ‘However, Germany does not look to Prussia’s liberalism but to its power….no one will expect [other states] to undertake Prussia’s role.’ • 2…’not by means of speeches………….but by iron and blood.’ • Historians think the speech shows Bismarck’s approach to unification from quotes 1 and 2 as: • If he helped the Lantag get unification (which he says is ‘Prussia’s role’), they would let him control the government (ie keep the King in charge) • To unite Germany under Prussian leadership meant they would have to destroy Austrian power in Germany (‘iron and blood’)

  5. Question 16 • Bismarck resolved the constitutional crisis by collecting the taxes needed for the modernisation of the Prussian army without the Lantag’s approval. • This was illegal and very risky. • He got away with it.
