Force Workshop “Future directions in Petroleum Research”, April 8 - 9. 2002 “Cooperation between Universities and Research Institutes for the Oil Industry” Rolv Rommetveit RF-Rogaland Research
R&D Institute - University Cooperation VISION • Universities do basic R&D • Universities and Institutes do Strategic R&D, often in cooperative projects • Quality candidates for the Industry are educated in the University – Institute cooperation as well as in the Institutes • Institutes do User-oriented R&D. Use University Competence if needed. • Institutes do demonstration, prototype development and software development in cooperation with Oil Industry
R&D Institute - University Cooperation History • Petroleum Research Centre (PRC) formed in 1983 • 115 MNOK each to Stavanger and Trondheim as well as project funds • Built Rogalandsforskning and IKU • Stavanger and Trondheim chosen because the Civil Engineer education in Petroleum was placed in these cities • PRC should also provide competence development for the oil industry • A natural link was promoted : University – Institute – Oil Industry
R&D Institute - University Cooperation University Characteristics • theoretical approach • individualistic attitudes • not used to time schedules / deadlines • communication between sciences not always optimal. • not updated on the needs of the industry • commercialization often “one-man show”
R&D Institute - University Cooperation Institutes Characteristics • Historically formed to be a link from university to industry (SINTEF, RF) • Perform applied research; between university and industry • used to cooperate both ways ; to academia and industry • talk both “languages” • used to time schedules and budget constraints; a project type organization • cross-science/topic cooperation is the normal • commercialization is frequent. Have tradition for and possibilities for this. • Effective organization (marketing, cost control)
R&D Institute - University Cooperation University and Institutes are perfect match (ideally) Some examples follows:

R&D Institute - University Cooperation What are the obstacles hindering cooperation today ? How to release the potential ? What are the success factors?
R&D Institute - University Cooperation for Oil Industry; success factors • Long Term national funding available • Industry funding is then released • Development of joint projects (institutes and univ.) are promoted • Projects directed versus industry needs • long term, strategic technology needs • Institutes given project management as main rule • allows parties to focus on their strong sides • Flexible project model • projects within Programs can be given to Institutes, universities or SMB companies; no strict rules
R&D Institute - University Cooperation for Oil Industry; success factors • Good relations built between parties • Joint Msc. and PhD tutoring • mutual part time assignments • build / utilize good personal relationships • Build networks between Universities, Institutes and Industry to stimulate projects and activities • Cooperation should take into account the specific needs of the universities • candidate education (Msc and PhD) • economic incentive both to the institution and individual
