Current M&V Reporting - IDIQ Requirements (C.4.2): Post-Install M&V report • Contents to be specified in M&V plan • Report on: ECM installation, inspection, & commissioning • M&V reports • Annual is minimum frequency • Provide evidence that continued ECM performance achieves guaranteed cost savings • Contents: ECM performance measurements, Calculations, & Baseline adjustments

M&V Reporting working group Subcommittee formed in Palm Springs (Ron Araujo, Sylvia Berry-Lewis, Doug Dahle,Dan Flaig, Mark Halverson, Quinn Hart, Scott Judson, Venkat Kumar, Mike Parker, Julie Payne, Dan Sanders, Tatiana Strajnic, Tory Sweetser, Dave Underwood, Phil Voss) Objective: • Develop a standard format for annual M&V reports Status: • Template under development: • Detailed outline • with mandatory and optional sections • Include current utility rates (optional)

Key issues in M&V reporting: • M&V report should have enough context to make sense alone • Background information is critical : • DO (ECM descriptions, M&V plan, cost schedules), acceptance documentation, commissioning materials, post-installation report, contract modifications • Making M&V report all-inclusive = MASSIVE report

Ideas • ESCOs could issue CD ROM and/or binder with all relevant background info • With first year M&V report only • Shouldn’t be too hard for ESCO to assemble • FEMP working on electronic filing system • documents would be available to Agency if needed; not currently in place • Note: Electronic documentation is NOT a current program requirement

  6. Another idea from working group… FEMP needs to address question: “why don’t we see savings in the utility bills?” • SuperESPC could address issue separate from M&V reports, or • Standard language could be included as appendix to M&V reports
