关于党风廉政建设的几个问题. 梁庆寅 2011 年 6 月. 一、当前医疗卫生领域反腐倡廉的形势. 成绩十分显著， 形势依然严峻， 腐败时有发生。. 二、 腐败发生的条件和预防措施. 腐败发生的三个主要条件： 有权力、有欲望、有机会 相应的预防措施： 监督权力 —— 防止滥权 廉洁教育 —— 遏制欲望 建立制度 —— 堵塞机会. 私权力与公权力： 私权力是生与俱来的，是天赋人权。 公权力是后天获得的，是外部赋予。. “ 前明后暗 ” 御史中丞 “督司百僚”。 司隶校尉 “领七郡，督察大奸猾”。

  2. 一、当前医疗卫生领域反腐倡廉的形势 成绩十分显著， 形势依然严峻， 腐败时有发生。

  3. 二、腐败发生的条件和预防措施 腐败发生的三个主要条件： 有权力、有欲望、有机会 相应的预防措施： 监督权力——防止滥权 廉洁教育——遏制欲望 建立制度——堵塞机会

  4. 私权力与公权力： 私权力是生与俱来的，是天赋人权。 公权力是后天获得的，是外部赋予。

  5. “前明后暗” 御史中丞 “督司百僚”。 司隶校尉 “领七郡，督察大奸猾”。 督邮 “纠察违法之事”。 “间何阔，遇诸葛？”

  6. 三、做廉洁从政和廉洁行医的表率 一是要严格自律 二是要正确用权 三是要永葆本色 救人救国救世、医病医身医心。 不为良相，就为良医。

  7. 大乘讲普渡众生，小乘讲独善其身。
