Introduction: BOAO(博鰲亞洲論壇) *What: Boao Forum for Asia (BFA) is a non- governmental, not-for-profit international organisation. *When:The organisation was established in February 2001 and it held its first meeting in April, 2002. *Where: Its fixed address is in Boao,Hainan, China. Its Secretariat is based in Beijing. *How:The founding of Boao Forum for Asia was driven by China and founded by 26 countries.
*Who: 26 States, including Australia、Republic of Bangladesh (孟加拉)、China、Cambodia (柬埔寨)、Brunei (汶萊)、India、Indonesia、Japan、Iran、Kazakhstan (哈薩克斯坦共和國)、Kyrgyzstan (吉爾吉斯共和國)、Laos (寮國)、Malaysia、Mangolia (蒙古)、Burma (緬甸)、Nepal (尼泊爾)、Pakistan (巴基斯坦)、Philippine、South Korea、Singapore、Sri Lanka (斯里蘭卡)、Tajikistan (塔吉克斯坦共和國)、Thailand、Turkmenistan (土庫曼斯坦共和國)、Uzbekistan (烏茲別克斯坦共和國)and Vietnam.
*Topics of Discussion for the Forum: 2002-2003:Issues related to Asia, such as China’s entry to the WTO; Southeast Asia’s economic crisis in the 1990s. 2004: The geopolitical strategy of China’s peaceful rise. 2005: The challenge of world economic growth; the progress of internationalisation of Asian enterprises; the new role for organising Asia; Enterprises Management.
2006: The New Opportunities of Asia: Driving Growth to the Next Level China’s banking system; Asian financial integration; international energy market; the next IT revolution, etc. 2007 Topic: Asia Searching for Win-Wing Evolution of the Asian economic community; China’s macroeconomic situation; Asian global enterprises, etc. 2008 Topic: Green Asia-Moving Towards Win-Win Through Changes Asia in the next 10 years; Green energy; Climate change; 30 years of China’s reform and open door policy; subprime crisis and impact on the world economy.
Topics of Siew-Hu Meeting (1)Cross-strait economic and trade exchanges (兩岸經貿聯繫) Siew: Taiwan and China should seek economic cooperation. (2) Weekend charter flights (週末包機) Siew: regular direct flights between Taiwan and China. (3) Opening up Taiwan to more Chinese tourists (開放大陸客來台) (4) Resuming negotiation mechanisms (重啟兩岸談判機制)
Hu’s Response Hu: “ I look forward to seeing the two sides pursue a consensus amid changing social and economic situations on both sides.” Hu: “We will continue to promote exchanges as well as economic and cultural cooperation and other aspects between both sides, and further negotiations on weekend charter flights and the visitation of Taiwan by mainland Chinese tourists, and promote cross-straits negotiations on relevant matters.”
Conclusions of Siew-Hu Meeting *Siew: The talks were “very frank, friendly and harmonious, and there were results.” ~The two sides should “face reality, envision the future and put aside differences, and pursue a win-win strategy.” *Hu: relay his best regards to Ma Ying-jeou, Wu Po-hsiung and Lien Chan. PS: Siew has attended the Boao Forum five times in the past in the same role as chairman of the private Taiwan-based Cross-Strait Common Market Foundation (兩岸共同市場基金董事長), he has met Hu before. Q: Why this time their meeting was so important and symbolic? A: Because Siew is about to take office as vice president on May 20 although he attended this forum as private status.
