From 01-09-2007, the Dutch business sector can apply for the status of Authorised Economic Operator (AEO) to the Customs The AEO status and the guidelines for granting the status are based on the Community Customs Code and the related implementing regulation There will be three kinds of AEO certificates: AEO customs simplifications AEO security A combined certificate customs simplification/security The degree to which an enterprise is granted facilities depends on the certificate Apply to - AEO

The European Union intends to offer the business sector better facilities that are the same in all Member States Granting the AEO- status is one of the means that are employed to reach this goal The AEO certificate is therefore valid in all EU Member States. The introduction of the AEO status is for the Dutch Customs an important step towards further co-operation with the business sector It fits in with the aim to ‘horizontalize’ supervision This means that the business sector together with the Customs Department are responsible for a safe and incorruptible goods flow crossing external borders AEO Background

With the introduction of the AEO status, the flow of goods will consist for the Customs of two parts:- a certified part, and - a non-certified part, Starting certified from 1 March 2008 The Customs offers certain facilities for enterprises with certified flow of goods This means for non-certified enterprises that the Customs will continue to carry out the traditional supervision, supplemented by modern inspection means as well AEO Consequences
