Interworking/Interoperability Function (IIF) Standards • IS-129 (1996) for DCS1900 (GSM PCS) to IS-41 • J-STD-038 (2001) • To allow roaming between GSM and IS-41 (TDMA) networks • Call flows and message mappings at the IIF • J-STD-038-A (2002) • Allows TDMA native user with a mobile supporting GPRS to roam to a GSM GPRS network. Operation • Multi-mode Multi-band (MMMB) handset • Assume the user will manually select the mode of operation i.e. GSM or CDMA • SMS presentation may not be transparent between GSM and CDMA modes • Supplementary services will be slightly different between GSM and CDMA modes • (Also works with multiple handsets/plastic roaming) • Single MDN (Mobile Directory Number) • Subscriber reachable at the same MSISDN directory number in home (GSM) as well as foreign (CDMA) networks.
Overview • Roaming direction • MS homed in 1x roams to GPRS • MS home in GPRS roams to 1x • Dual subscriptions for access authentication • CAVE-based access authentication for 1x • SIM-based access authentication for GPRS • Via Interworking/Interoperability Function (IIF) per J-STD-038 • Additional authentication? • 1x requires CHAP/PAP for Simple IP or Mobile IP registration • 3GPP allows RADIUS-based authentication & authorization, but some GPRS systems don’t deploy RADIUS servers • Roaming access scenarios • Internet server access (servers on the Internet) • Home server access (servers in the roamer’s home network) • Local server access (servers in the roamer’s serving network) • A carrier may want all of its subscribers’ bearer traffic to traverse through the home system.
Overview • Roaming access methods • Simple IP is supported in 1x and GPRS • Mobile IP is supported in 1x with PDSN as FA • 3GPP allows FA in GGSN, but today’s GPRS systems don’t support it • Roaming accounting/billing • 1x data accounting/billing (IS-835) • PDSN collects accounting data and reports it to RADIUS server • RADIUS server interacts with billing system • Among 1x roaming partners, CIBER is used for exchanging billing • GPRS accounting (3GPP TS 32.015) • SGSN and GGSN collects accounting data and reports it to Charging Gateway Functionality (CGF) • CGF interacts with billing system • Among GPRS roaming partners, TAP is used for exchanging billing • Translation between CIBER and TAP may be needed for exchanging billing between 1x and GPRS partners
Design Goals • Allow the scenario where all roaming traffic traversing through home network. • This allows home operator to control over subscribers’ bearer traffic for PrePaid accounting in HA, gating GGSN, etc. • Support Simple IP and Mobile IP roaming in 1x and GPRS systems • Support roaming accounting • Limit network impact to IIF • No additional requirements to existing network equipment (except IIF) • No additional network equipment (except IIF) in 1x and GPRS systems
