    3. The current assignment process takes about 150 days from start to finish, which includes generating the VML, hosting the DT meeting, to the actual matching, coordinating the assignment with your commander, and then writing the assignment. 17. Join Spouse Fill valid manning requirements Perform duties in which they are trained/experienced Only considered for assignment where they can maintain a *joint* residence Command-sponsored remotes Funded: Min TOS = 24 mos Permissive: Min TOS = 12 mos In the best interest of the AF

    18. Humanitarian Program Resolve a severe, short-term problem involving an immediate family member…utilized in DAFSC Who is a family member? Spouse, child, father, mother, father-in-law, mother-in-law, step-parent, person in loco parentis, or other persons actually residing in the household who are dependent for over half of their financial support Siblings not included, but may submit for terminal illness Resolution w/in 12-18 months Member’s presence ESSENTIAL to fix the problem Member submits electronic application through vMPF in normal circumstances May defer reassignments/TDYs/deployments

    19. Exceptional Family Member Program Based on a family member’s Medical Needs Educational Needs Early Intervention Related Services Limited to spouse, child, or other person actually residing in the member’s household Verified by local Special Needs Coordinator (SNC) Member submits electronic application through vMPF in normal circumstances Enrollment is not optional – it is MANDATORY! Does not DRIVE an assignment… but may alter one!

    20. High School Student Assignment Deferment Increase stability for military families Targets dependent children *entering/in* senior year Must be enrolled in DEERS & residing w/ sponsor Memo from high school counselor confirming current school grade & projected graduation date Complete / submit HSSAD memo through CC & MPF to AFPC Effective immediately…not retroactive Consistent with needs of the AF

    27. Developmental Teams (DT) Group of senior leaders who oversee development of officers within a given core AFSC Membership 21X DTs chaired by AF/A4L Membership consists of 21X O-6s from each MAJCOM Meet 3x / year Spring: vectors, NRPP, career-field issues Summer: vectors, SQ/CC, 20C0/DCM, IDE/SDE, PAS Fall: vectors, RAS, AFIT, LCBP, career field issues

    28. Developmental Teams (DT) SQ/CC & 20C0 Boards List of officers to serve as functional commanders Cross functional look at CC candidates for Training and Recruiting Squadrons Development Education (DE) Nomination Prioritized listing of officers to meet DE Designation Board Provides school vector Developmental Vectors Provide “level” of next assignments (not specific position) Identify officers for special programs (LCBP, RAS, etc.)

    29. Deliberately develop Airmen to perform our diverse mission DT members review personnel files Records, SURF, ADP Panel jointly compares notes Collaborate on vectors Tailored to individual & career field development Provides feedback comments via ADP A lot of discussion goes behind each comment Vector = type of assignment, NOT location! Example: Ops Officer, SQ/CC, MAJCOM Staff Steady State Vectoring

    30. Steady State Vectoring Trigger points are intentional times of review. The vectors then help guide school selection and outplacement for the officers in the IDE/SDE window. As each year group moves forward over time, a greater percentage of competencies is being built into each year group Trigger points are intentional times of review. The vectors then help guide school selection and outplacement for the officers in the IDE/SDE window. As each year group moves forward over time, a greater percentage of competencies is being built into each year group

    31. Vectors are not loaded for all submitted ADPs Vectors good ~ 3-5 years Intent of vector: one-time feedback Re-vector w/ O-6 request, out-run vectors, etc. DTs do NOT look at CGOs Delegated to AFPC Vectors are NOT assignments Assignment teams strive to match DT vectors Focus on mission needs & individual Steady State Vectoring Here’s some DT misconceptions to take back with you and clarify for the troops… Again, I’ll cover steady state vectoring in just a sec, but the DT will now provide a vector via the TODP ~ 3-5 years. We’re looking at every single FGO YG from last fall until this summer, and then after that, an officer will not receive another formal vector until after they make the next rank and then the entire YG, will be looked at by the DT again. Although the DT will provide formal feedback every 3-5 years, the DT will look at the officer more often if they throw their name in the hat for either Sq/CC or IDE/SDE and their feedback will be in the form of whether they make the list of not. Lastly, the DT does not look at CGOs…because the size of our career field, AFPC assigns CGOs based on AF requirements and good OPD based on the philosophy of our career field. 33. IDE/SDE Eligibility

    34. IDE 21A/M – Approx. 29 seats per year 21R – Approx. 22 seats per year “Select” vs “Candidate” Select - Top 20% YG Candidate - 45% selection rate Board is held during summer DT Results mid-Oct 08

    35. SDE 21A/M – Approx. 12 seats per year 21R – Approx. 9 seats per year “Select” vs “Candidate” Select - Top 15% … no longer Top 20% Candidates should see increased opportunity Board is held during summer DT Results mid-Oct 08

This year, HAF/A4M decided to support AFPC’s request to only have the ’87-’95 YGs compete for command for the summer of ’07. And as a result, the ’96YG folks, those 2000 Capts who are pinning on right now, will not be allowed to compete this year. The decision was factually based on the # of individuals available to be an Ops O. We currently have ~240 Ops O positions with ~ 150 Maj and Maj(s) who aren’t graduated SQ/CCs and are even eligible to be an Ops O. So as an attempt to keep as many folks on the flight line, Brig Gen Gillett concurred with the request. (only ~15 ’95 YG folks were picked last year for Sq/CC) The Sq/CC message hit the streets late last week and details all of the eligibility criteria, but overall, we plan on filling ~110-115 squadrons and SOIs are due NLT 21 April.
