27. Developmental Teams (DT) Group of senior leaders who oversee development of officers within a given core AFSC
Membership
21X DTs chaired by AF/A4L
Membership consists of 21X O-6s from each MAJCOM
Meet 3x / year
Spring: vectors, NRPP, career-field issues
Summer: vectors, SQ/CC, 20C0/DCM, IDE/SDE, PAS
Fall: vectors, RAS, AFIT, LCBP, career field issues
28. Developmental Teams (DT)
SQ/CC & 20C0 Boards
List of officers to serve as functional commanders
Cross functional look at CC candidates for Training and Recruiting Squadrons
Development Education (DE) Nomination
Prioritized listing of officers to meet DE Designation Board
Provides school vector
Developmental Vectors
Provide “level” of next assignments (not specific position)
Identify officers for special programs (LCBP, RAS, etc.)
29. Deliberately develop Airmen to perform our diverse mission
DT members review personnel files
Records, SURF, ADP
Panel jointly compares notes
Collaborate on vectors
Tailored to individual & career field development
Provides feedback comments via ADP
A lot of discussion goes behind each comment
Vector = type of assignment, NOT location!
Example: Ops Officer, SQ/CC, MAJCOM Staff
Steady State Vectoring
30. Steady State Vectoring Trigger points are intentional times of review. The vectors then help guide school selection and outplacement for the officers in the IDE/SDE window. As each year group moves forward over time, a greater percentage of competencies is being built into each year group

31. Vectors are not loaded for all submitted ADPs
Vectors good ~ 3-5 years
Intent of vector: one-time feedback
Re-vector w/ O-6 request, out-run vectors, etc.
DTs do NOT look at CGOs
Delegated to AFPC
Vectors are NOT assignments
Assignment teams strive to match DT vectors
Focus on mission needs & individual Steady State Vectoring Here’s some DT misconceptions to take back with you and clarify for the troops…
Again, I’ll cover steady state vectoring in just a sec, but the DT will now provide a vector via the TODP ~ 3-5 years. We’re looking at every single FGO YG from last fall until this summer, and then after that, an officer will not receive another formal vector until after they make the next rank and then the entire YG, will be looked at by the DT again.
Although the DT will provide formal feedback every 3-5 years, the DT will look at the officer more often if they throw their name in the hat for either Sq/CC or IDE/SDE and their feedback will be in the form of whether they make the list of not.
Lastly, the DT does not look at CGOs…because the size of our career field, AFPC assigns CGOs based on AF requirements and good OPD based on the philosophy of our career field. Here’s some DT misconceptions to take back with you and clarify for the troops…

Ops Deferments are the Exception, not the Norm
IDE: All officers must identify 3 AAD programs/degrees
All IDE nominees must provide GPA for undergrad/grad degrees received and GRE/GMAT scores if taken—must be listed in 3849
SR stratification is Critical

Our SQ/CC process believe it or not is considered the AFPC benchmark…we fill the most mission support Squadrons and have been lauded recently by Sr AFPC leadership as well as the Air Staff on how smooth are deconfliction process is for the # of Squadrons that we fill each year.
This year, HAF/A4M decided to support AFPC’s request to only have the ’87-’95 YGs compete for command for the summer of ’07. And as a result, the ’96YG folks, those 2000 Capts who are pinning on right now, will not be allowed to compete this year. The decision was factually based on the # of individuals available to be an Ops O. We currently have ~240 Ops O positions with ~ 150 Maj and Maj(s) who aren’t graduated SQ/CCs and are even eligible to be an Ops O.
So as an attempt to keep as many folks on the flight line, Brig Gen Gillett concurred with the request. (only ~15 ’95 YG folks were picked last year for Sq/CC)
The Sq/CC message hit the streets late last week and details all of the eligibility criteria, but overall, we plan on filling ~110-115 squadrons and SOIs are due NLT 21 April.

Must be viewed as career enhancing development allowing officers to remain competitive in PAFSC
IAS selection occurs AFTER qualification in primary AFSC – normally between the 7-12 year point (actual timing would vary by primary AFSC Development Team determination)
IAS Program will be managed as two distinct development paths
Pol-Mil Affairs Strategist (PAS) – pol-mil expert w/o language skills (international pol-mil generalist)

Contact AFPC/DPASL and let us know you’re interested
E-mail routed through Commander
Name goes on a vol spreadsheet; we’ll call if you qualify/when needed
No harm in putting your name on the “I’m Interested” list
“Non-Vol” Process
Non-Vol roster pulled for the rank of the tasking, to include “selects”
Goes by # of Short Tours and Short Tour Return Date (STRD)
Officer’s in overseas long tour locations can be non-vol’d
Officer declination “7-day option” rules apply
365-Day TDY Selections With each 10 day volunteer call window, update and send most current “STRD” notice to MAJCOM FAMS along with the 365 tasking list -- Alerts those who are HOT
During the 10 day volunteer window, Branch simultaneously notifies up to top 10 officers on the non vol roster (warning order)
Once non vol notification begins, re-contact the next up-to-10 officer’s Commanders/supervisor on non vol list as "possible" non vol selects
Note: these same officers/Commanders would have also been initially contacted during earlier “volunteer period”
Once non vol notification begins, immediately e-mail official AFPC acceptance/declination memo to officer’s CC/supervisor for officer/CC signature
Volunteers who accept tasking also receive/complete 365 memo
Post current year’s 365 taskings on website/forward to MAJCOMs

AFIT…most of you know that you can apply to AFIT to complete your Masters degree in 18 months.
