CCG Public accountability • Every CCG should have a HWB to which it also has “additional secondary responsibilities” • Reflects the inherent tension between central bodies (DH/NCB) and those at a local level (health PLUS local authorities) • Also needs to reflect the philosophical differences and perceptions • Needs to ensure the National HS is also the Local HS
Senates and Networks • The ideal vehicles to include all who also need to be consulted and could be a conduit to the NCB • Population health must be the “entry ticket” to anyone having commissioning responsibilities • Moving away from representationalism
Population health • Care to a patient is given in the context of the population served by the practice and CCG. • Prioritisation within a finite resource • FTs also have a population health responsibility and need to be seen to discharge this responsibility
HWB • The HWB could be the bridge between the local population, the CCG, the Local Authority and the NHSCB • JSNA – based in whole population health, with the joint strategic plan reflecting what is financially achievable and be “co-produced” with the CCG • Holds both CCG and the Local Authority to account
